Wage Subsidy (BSU) 2026: IDR 900,000! Check the full eligibility criteria and salary limits for recipients
The Ministry of Manpower (Kemnaker) has recently issued Ministerial Regulation (Permenaker) Number 16 of 2026, which serves as the second amendment to Permenaker Number 10 of 2022, regarding guidelines for providing government assistance in the form of wage subsidies to employees.
This regulation outlines the eligibility criteria for recipients, salary limits, and the amount of the wage subsidy (BSU) for 2026.
Permenaker Number 16 of 2026 was adopted and promulgated in Jakarta on October 28, 2026, and entered into force on that same date.
Minister of Manpower Yassierli stated that the BSU policy is a government initiative designed to maintain the purchasing power of employees while simultaneously supporting the sustainability of economic activity.
“The government aims to ensure that this policy helps employees meet their daily living needs. Therefore, the assistance will be provided in accordance with the established criteria,” said Yassierli in a press release issued by the Ministry of Manpower’s Public Relations Bureau.
According to the ministerial regulation, employees eligible for the BSU (Basic Support) must be Indonesian citizens with a national identification number (NIK), be registered as active participants in the BPJS Ketenagakerjaan social security program as of August 2026, and earn a maximum salary/wage of 3.5 million Indonesian rupiah per month, or the applicable provincial or district/municipal minimum wage (UMP/UMK).
The reference salary/wage is the amount most recently reported by the employer to BPJS Ketenagakerjaan, as recorded in the BPJS Ketenagakerjaan database. This calculated salary/wage includes the base salary and any fixed allowances.
For employees in regions where the district/municipal minimum wage (UMK) exceeds 3.5 million Indonesian rupiah, the wage threshold is adjusted to match the UMK, rounded to the nearest hundred thousand rupiah.
For employees in regions without a UMK, the provincial minimum wage (UMP) applies, using the same rounding method.
The ministerial regulation also specifies that the BSU (livelihood support allowance) is not provided to civil servants, members of the Indonesian National Armed Forces (TNI), or members of the Indonesian National Police (Polri).
The BSU for 2026 amounts to 300,000 Indonesian rupiah per month for a period of three months, paid out as a lump sum totaling 900,000 Indonesian rupiah. BSU 2026 Cair Rp900 Ribu! Cek Syarat Lengkap dan Batas Gaji Penerimanya
Kementerian Ketenagakerjaan (Kemnaker) baru-baru ini menerbitkan Peraturan Menteri Ketenagakerjaan (Permenaker) nomor 16 tahun 2026 tentang Perubahan Kedua atas Permenaker nomor 10 tahun 2022 tentang Pedoman Pemberian Bantuan Pemerintah Berupa Subsidi Gaji/Upah bagi Pekerja/Buruh.
Peraturan ini mengatur persyaratan penerima, batas gaji/upah, dan besaran Bantuan Subsidi Upah (BSU) 2026.
Permenaker nomor 16 tahun 2026 ditetapkan dan diundangkan di Jakarta pada 28 Oktober 2026 serta mulai berlaku pada tanggal diundangkan.
Menteri Ketenagakerjaan Yassierli mengatakan, kebijakan BSU merupakan upaya pemerintah untuk menjaga daya beli pekerja/buruh sekaligus mendukung keberlanjutan aktivitas ekonomi.
“Pemerintah ingin memastikan kebijakan ini dapat membantu pekerja/buruh memenuhi kebutuhan hidupnya. Karena itu, pemberian bantuan dilaksanakan sesuai persyaratan dan ketentuan yang telah ditetapkan,” ujar Yassierli melalui siaran pers Biro Humas Kemnaker.
Berdasarkan Permenaker tersebut, pekerja/buruh yang memenuhi persyaratan sebagai penerima BSU harus merupakan warga negara Indonesia yang memiliki Nomor Induk Kependudukan (NIK), terdaftar sebagai peserta aktif program jaminan sosial ketenagakerjaan BPJS Ketenagakerjaan sampai dengan Agustus 2026, serta menerima gaji/upah paling banyak Rp3,5 juta per bulan atau sebesar UMP/UMK.
Gaji/upah yang menjadi acuan adalah gaji/upah terakhir yang dilaporkan pengusaha atau pemberi kerja kepada BPJS Ketenagakerjaan dan tercatat dalam data BPJS Ketenagakerjaan. Komponen gaji/upah yang diperhitungkan meliputi upah pokok dan tunjangan tetap.
Bagi pekerja/buruh yang bekerja di wilayah dengan upah minimum kabupaten/kota (UMK) lebih besar dari Rp3,5 juta, batas gaji/upah disesuaikan dengan UMK yang dibulatkan ke atas hingga ratusan ribu rupiah penuh.
Sementara itu, bagi pekerja/buruh yang bekerja di wilayah yang tidak menetapkan UMK, batas gaji/upah mengacu pada upah minimum provinsi (UMP) dengan mekanisme pembulatan yang sama.
Permenaker ini juga menegaskan bahwa BSU tidak diberikan kepada aparatur sipil negara (ASN), prajurit Tentara Nasional Indonesia (TNI), dan anggota Kepolisian Negara Republik Indonesia (Polri).
