The Ministry of Manpower (Kemnaker) has clarified the requirements for receiving the wage subsidy (BSU) in 2026.
Employees who meet the criteria and are designated as recipients will receive a subsidy of 300,000 Indonesian rupiah per month for three months—a total amount of 900,000 Indonesian rupiah, to be paid out in a single lump sum.
These requirements are based on the Minister of Manpower Regulation No. 16 of 2026, which amends the Minister of Manpower Regulation No. 10 of 2022 concerning guidelines for providing government assistance in the form of wage/salary subsidies to employees/workers, as well as the technical instructions for its implementation.
Indah Anggoro Putri, Director General of Industrial Relations and Social Security Development (PHI and Jamsos) at the Ministry of Manpower, stated that the BSU is a form of government assistance designed to help employees maintain their economic resilience and purchasing power.
“We want this support to be distributed appropriately to ensure the economic resilience and stable purchasing power of Indonesian workers,” stated Indah in a press release issued by the Ministry of Manpower’s Public Relations Bureau on Saturday, November 7, 2026.
Indah explained that workers eligible for the 2026 BSU (Wage Subsidy) must be Indonesian citizens with a national identification number (NIK) and must have been active participants in the BPJS Ketenagakerjaan (Employment Social Security) program as of August 2026.

Furthermore, workers must earn a maximum monthly wage of 3.5 million Indonesian rupiah. For workers in regions where the regional or municipal minimum wage (UMK) exceeds 3.5 million Indonesian rupiah, the wage threshold is based on the local UMK, rounded to the nearest hundred thousand rupiah.
In regions without a UMK, the wage threshold is based on the provincial minimum wage (UMP), subject to the same rounding requirements.
The wage used to determine eligibility is the most recent figure reported by the employer to BPJS Ketenagakerjaan, as recorded in the participant’s data. This wage consists of a base salary and fixed allowances.
The BSU is not provided to workers who are civil servants (ASN), active members of the Indonesian National Armed Forces (TNI), or active members of the Indonesian National Police (Polri). Priority is given to workers who did not receive Family Hope Program (PKH) assistance during the current fiscal year prior to the BSU disbursement.

Kementerian Ketenagakerjaan (Kemnaker) menjelaskan persyaratan penerima Bantuan Subsidi Upah (BSU) Tahun 2026.
Pekerja/buruh yang memenuhi persyaratan dan ditetapkan sebagai penerima akan memperoleh bantuan sebesar Rp300.000 per bulan selama tiga bulan atau total Rp900.000 yang dibayarkan sekaligus.
Persyaratan tersebut mengacu pada Peraturan Menteri Ketenagakerjaan nomor 16 tahun 2026 tentang Perubahan Kedua atas Peraturan Menteri Ketenagakerjaan nomor 10 tahun 2022 tentang Pedoman Pemberian Bantuan Pemerintah Berupa Subsidi Gaji/Upah bagi Pekerja/Buruh, serta petunjuk teknis pelaksanaannya.
Direktur Jenderal Pembinaan Hubungan Industrial dan Jaminan Sosial Tenaga Kerja (Dirjen PHI dan Jamsos) Kemnaker, Indah Anggoro Putri, mengatakan BSU merupakan bantuan pemerintah bagi pekerja/buruh untuk menjaga ketahanan ekonomi dan daya beli.
“Kami ingin bantuan ini dapat disalurkan dengan tepat untuk menjaga ketahanan ekonomi dan daya beli pekerja atau buruh Indonesia agar tetap stabil,” ujar Indah melalui siaran pers Biro Humas Kemnaker, Sabtu, 7 November 2026.
Indah menjelaskan, pekerja/buruh yang memenuhi persyaratan sebagai penerima BSU 2026 harus merupakan Warga Negara Indonesia (WNI) yang memiliki Nomor Induk Kependudukan (NIK) dan peserta aktif BPJS Ketenagakerjaan hingga Agustus 2026.
Selain itu, pekerja/buruh harus menerima upah paling banyak Rp3,5 juta per bulan. Untuk pekerja/buruh di daerah yang memiliki Upah Minimum Kabupaten/Kota (UMK) lebih dari Rp3,5 juta, batas upah mengikuti UMK setempat yang dibulatkan ke atas hingga ratusan ribu rupiah penuh.
Sementara itu, bagi daerah yang tidak memiliki UMK, batas upah mengacu pada Upah Minimum Provinsi (UMP) dengan ketentuan pembulatan yang sama.
Upah yang menjadi dasar penentuan penerima merupakan upah terakhir yang dilaporkan pemberi kerja kepada BPJS Ketenagakerjaan dan tercatat dalam data kepesertaan. Upah tersebut terdiri atas gaji pokok dan tunjangan tetap.
BSU tidak diberikan kepada pekerja/buruh yang berstatus sebagai aparatur sipil negara (ASN), anggota TNI aktif, dan anggota Polri aktif. Adapun pekerja/buruh yang tidak sedang menerima Program Keluarga Harapan (PKH) pada tahun anggaran berjalan sebelum penyaluran BSU menjadi kelompok yang diprioritaskan.
