To strengthen the competitiveness of the local workforce, the Ministry of Manpower and PT IWIP are offering scholarships and internship positions

The Ministry of Manpower (Kemnaker) has entered into a strategic partnership with PT Indonesia Weda Bay Industrial Park (IWIP) to enhance the capacity and competence of the local workforce, particularly within the metal processing industry.

The collaboration was formalized through the signing of a Memorandum of Understanding (MoU) by the Secretary-General of the Ministry of Manpower, Cris Kuntadi, and the Director-General of PT IWIP, Kevin He, in Central Halmahera, North Maluku, on Monday, November 2, 2026.

This two-year partnership (2026–2028) is intended to serve as a foundation for developing a competitive workforce, in line with the rapid growth of investments in industrial estates across Eastern Indonesia.

This initiative follows a working visit by the President two weeks earlier, during which positive investment developments in the region were observed.

Minister of Manpower Yassierli stated that large-scale investments in the heavy metal processing sector must be aligned with the development of a qualified workforce and the creation of a favorable working environment.

The establishment of a collective labor agreement (CLA) between company management and labor unions is expected to ensure harmonious industrial relations.

“Our principles are unwavering: the industry must progress, and the workers must prosper. These two objectives should not be in conflict; rather, they must go hand in hand and reinforce one another,” he said.

Yassierli indicated that the Ministry of Manpower is encouraging PT IWIP to develop a roadmap for its workforce requirements over the next five years, ensuring optimal labor integration.

This roadmap includes a phased approach to staffing—ranging from operators and supervisors to junior engineers—while limiting the employment of foreign workers to specific technical roles where knowledge transfer is essential.

“Our goal is to transform PT IWIP into a leading, integrated talent hub in Indonesia—an industrial zone capable of attracting an independent and comprehensive ecosystem for training and education,” stated Yassierli.

As a concrete form of support, the Ministry of Manpower is preparing to strengthen the human capital ecosystem by integrating vocational training with educational systems.

This synergy includes allocating quotas for free vocational training and certification through the Vocational Training Center (BLK), as well as providing full scholarships to the Manpower Polytechnic for young people from the North Maluku region.

The collaboration also expands training opportunities for individuals with disabilities and ensures that 80 percent of participants in the National Internship Program transition directly into employment within the PT IWIP industrial zone.

“Through this partnership, the Ministry of Manpower and PT IWIP are expected to make a significant impact on the advancement of the national industry, while also improving the well-being of the residents of Central Halmahera and the surrounding areas,” he said. ***rel

***rel
