North Sumatra Corporate University: Efforts to Improve Civil Servants’ Competence
The provincial government of North Sumatra (Pemprov) is accelerating the implementation of the Corporate University to improve civil servants’ competence.
This acceleration is being achieved through the establishment of the North Sumatra Corporate University by the North Sumatra Human Resources Development Agency (BPSDM) as a training provider.
Competency Development for the ASN, regulated by Government Decree No. 25 of 2024
The North Sumatra Corporate University (Corpu) is an integrated system for competency development for the ASN within the North Sumatra Provincial Government, regulated by Government Decree (Pergub) No. 25 of 2024 concerning the Integrated Learning System for Competency Development.
The North Sumatra Corpu serves as a facility for organizational learning, competency development, and knowledge management to support the achievement of the strategic objectives of the North Sumatra Provincial Government through the Agency for Human Resource Development (BPSDM).
This was announced by the Acting Regional Secretary of North Sumatra Province, Sulaiman Harahap, during the opening of the Corpu Implementation Acceleration Meeting in Conference Room 1 of the Office of the Governor of North Sumatra, Jalan Pangeran Diponegoro No. 30, Medan, on Monday, January 26, 2026.
“The North Sumatra Corpu, as a learning ecosystem for the ASN (the civil service), plays a crucial role in building an integrated, sustainable, and performance-oriented system for the development of the service,” he said.
Success depends on the commitment of regional service leaders
Sulaiman emphasized that the success of the ASN’s competency development through Corpu is not only determined by BPSDM as a training provider, but also depends heavily on the commitment of regional service leaders.
“Each head of a regional unit is a learning leader within their respective work unit. They form the foundation for learning within the ASN (Academic Social Network) and are responsible for ensuring that learning within the ASN aligns with the organization’s performance and regional development priorities. The leaders of the OPD (Office of Public Development) must be the primary drivers of creating a learning culture within their respective work units,” he explained.
Accelerated Implementation of the Corporate University of North Sumatra
Meanwhile, Agustinus Panjaitan, head of the North Sumatra Human Resource Development Agency (BPSDM), reported that competency development within the ASN is no longer merely an administrative obligation but has become a strategic tool to ensure that regional bureaucracies can respond to increasingly complex, dynamic, and cross-sectoral development challenges.
He stated that the accelerated implementation of the Corporate University of North Sumatra aims to improve staff competencies in an integrated manner, support the organization’s strategic objectives, accelerate the annual work program, increase the efficiency and flexibility of learning, and foster a learning culture.
“In addition, it will enhance the understanding of regional governing bodies regarding the objectives of the accelerated implementation of the North Sumatra Corpus and promote synergy among the OPDs in support of the North Sumatra Best Results Fast Program (PHTC),” he concluded. ***rel
