Second-Level Management Positions in Medan Municipality Under Scrutiny by City Council
The vacancy for second-level management positions in several regional departments (OPDs) of the Medan Municipality has drawn the attention of the Medan City Council (DPRD). This situation is seen as a potential obstacle to the implementation of the OPDs’ work programs, particularly those funded from the 2026 regional budget.
Andreas Pandapotan Purba, member of Committee I of the Medan DPRD, has requested Medan Mayor Rico Waas to immediately appoint second-level managers responsible for budget allocation within each OPD.
Andreas made this statement to reporters in response to the vacancy for several strategic second-level management positions within the Medan Municipality.
Vacancies at Level II within the Medan Municipality
The currently unfilled Level II positions include the Head of Health, the Head of the Water Management, Roads and Construction Department (SDABMBK), the Head of the Cooperatives, SMEs, Industry and Trade Department, and the Head of the Transport Department. There are also vacancies at Levels III and IV. All of these department heads are currently serving on an acting basis.
“The mayor of Medan must fill the vacant positions (department heads) within the various regional government agencies of Medan as soon as possible. This will ensure that the programs outlined in the 2026 regional budget of the Medan Municipality can be implemented effectively and optimally,” the politician said.
According to the Gerindra Party politician, the officials who will fill these positions must meet the requirements of the job analysis, in terms of competence, expertise, and personnel quality.
Health programs top priority
He emphasized that the position of head of the health bureau must be prioritized and filled immediately and permanently, without delay. “If the health program is a priority, a clear leader is needed,” he emphasized.
Andreas continued that all community health centers (Puskesmas) must implement the Regional Public Service (BLUD) model starting in 2026 to provide excellent health care to the community. Therefore, a leader with full responsibility in a permanent position is needed.
Andreas expressed a similar view regarding the position of head of the Medan City SDABMBK office. He stated that a permanent position is essential to optimally utilize the budgets for infrastructure improvements and water management in Medan City. ***was
