Transparent procurement procedures of the Provincial Government of North Sumatra, accelerated execution of strategic infrastructure projects
The Provincial Government of North Sumatra (Pemprov), through the Procurement of Goods and Services Office (PBJ) of the Provincial Secretariat (Setdaprov), ensures that all procurement processes for goods and services are conducted transparently, responsibly, and free from interference by any party whatsoever.
In addition to ensuring transparency in the procurement process, the Provincial Government of North Sumatra also continues to accelerate the execution of various strategic infrastructure projects to guarantee timely completion.

“There is no interference from any party whatsoever. The entire selection process takes place via the system. Every participant has an equal right to submit a bid, and the various phases of the process can be monitored transparently,” stated Ubaidillah, the Procurement Management Officer for Goods and Services (PPBJ) and Associate Expert at the Procurement Office for Goods and Services of North Sumatra, during a press conference held by the Office for Communication and Information of North Sumatra in the Dekranasda Lobby of North Sumatra, at the Governor of North Sumatra’s office, on Thursday, June 18, 2026.
Ubaidillah explained that the entire supplier selection process takes place via an electronic procurement system, giving every participant equal opportunities to participate in the tender procedure.
According to him, the current system offers all participants the opportunity to obtain information regarding the various phases and the evaluation results of the working group (Pokja), allowing the procurement process to be monitored transparently. In addition to an explanation of the procurement mechanism, the PBJ Bureau also presented a number of strategic infrastructure projects that have entered the implementation phase.

These include improvements to the provincial road in the border area of the South Tapanuli district, valued at over 71 billion Indonesian rupees, and improvements to other road structures, valued at approximately 70 billion Indonesian rupees.
These projects have attracted the attention of the North Sumatra Provincial Government due to the poor condition of the road, about which complaints have been received for a long time.
“This road has been in poor condition for a long time and is a concern for the government. The improvements are expected to yield significant benefits for the community and stimulate regional economic activity,” he explained.
Jendry Simon Napitupulu, Deputy Expert at the North Sumatran Office for the Procurement of Goods and Services, indicated that his bureau is optimistic that the procurement process for goods and services can be completed on time. For infrastructure projects with an execution period of six months, the procurement process is nearly 90% complete. Meanwhile, projects with an implementation period of three to four months are approximately 75% complete.

“There were recently obstacles related to the restructuring of regional government agencies (OPD), particularly the Public Works Agency (Bina Marga), the Construction Agency (Bina Konstruksi), and the National Water Resources Agency (PSDA). The necessary equipment was not available until April 2026. However, the work packages have now been included in the SiRUP (General Information System for Procurement Planning). Hopefully, the construction process can be completed in November or December,” said Jendry.
Jendry also announced updates to the regulations for the government procurement of goods and services, which came into effect with the publication of Presidential Decree (Perpres) No. 46 of 2025. In this regulation, the government has increased the maximum value for tenders via direct appointment for construction projects to 400 million Indonesian rupees. “According to the latest regulations, Perpres No. 46 of 2025, the maximum value for construction works via direct tender amounts to 400 million Indonesian rupees, compared to the previous maximum value of 200 million rupees,” he said.
In addition to construction works, the new regulations also set the maximum value for direct tendering of consultancy services at 100 million rupees, and 200 million rupees for other services. The government is also adjusting the tendering procedure for consultancy services and strengthening the implementation of electronic tendering systems.

For direct tenders exceeding 50 million rupees, including both accelerated tenders and direct tenders, it is mandatory to use the Electronic Procurement System (SPSE) application with transaction functions.
