State Secretary for Labour: Trade Union Involvement Crucial for Improving Labour Regulations


State Secretary for Labour Afriansyah Noor believes that improving labour regulations requires the involvement of all stakeholders, including trade unions and trade union federations.

The involvement of various parties is crucial to ensure that the formulated policy aligns with the needs of employees while simultaneously supporting the sustainability of the business sector.

Afriansyah stated that the government is creating space for dialogue and participation so that trade unions can provide input on the various regulations being revised.

“The government is creating as much space as possible for trade unions, trade union federations, and all stakeholders to provide input. Good regulations must stem from constructive dialogue and must meet the needs of both employees and the business sector,” said Afriansyah Noor during an audience at the Indonesian Trade Union Federation (KSN) in Jakarta on Thursday, June 18, 2026.

In addition to discussing improvements to regulations, Afriansyah also emphasized the importance of strengthening labour supervision. Effective oversight is necessary to ensure that applicable regulations are consistently applied, while simultaneously safeguarding employee protection and legal certainty for businesses.

He also emphasized the need to organize trade unions and union federations through more accurate verification mechanisms. This step is crucial to ensure that employee representation in various social dialogue forums is based on valid and reliable member data.

“The validity of organizational data is crucial so that every negotiation and decision-making process actually reflects the aspirations of the represented members,” he said.

Afriansyah also spoke about the outsourcing system that is still used in various sectors. He stated that the government continues to update regulations to strengthen employee protection, including by guaranteeing the right to wages and social security.

“We must ensure that the needs of the business community can continue to exist, while simultaneously protecting employees’ rights to the maximum extent. This balance is what we continue to strive for with every policy adjustment,” he said.

Furthermore, Afriansyah urged all parties to prioritize dialogue when resolving various labor relations issues. Good communication between employees, employers, and the government is essential for maintaining a favorable working climate amidst economic challenges.
