North Sumatra Public Prosecution Service arrests new suspect in corruption case surrounding port services in Belawan
The North Sumatra Public Prosecution Service, through its Special Crimes Unit investigator, arrested a new suspect on Thursday, March 26, 2026, in connection with an alleged corruption case concerning port services in the port of Belawan, Medan.
“Today we are arresting suspect Rivolino, former head of the port authority and harbor master of Belawan for the period 2023-2024, in a case concerning the return of ships in the port of Belawan,” stated Jhonny William, investigator in the Special Crimes Unit of the North Sumatra Public Prosecution Service. Suspected corruption of non-fiscal state revenues (PNBP)
Aspidsus JW Pardede explained that suspect Rivolino is the fourth suspect in the ongoing corruption case concerning non-fiscal state revenues (PNBP) from port and navigation services in the port of Belawan between 2023 and 2024.
Rivolino was designated as a suspect after investigators found at least two pieces of evidence. “We have taken the suspect into custody at the Tanjung Gusta detention center in Medan,” he explained.
The former junior inspector for supervision of the Public Prosecution Service’s Supervision Department (JAM Was) stated that investigators had identified the suspect because he had failed to fulfill his obligation to use tugboat pilot services in the port of Belawan. Article 30 of the Regulation of the Minister of Transport No. PM 57 of 2015 concerning pilotage services and the towing of ships stipulates that the use of tugboat pilotage services by the Port Authority (KSOP) has been delegated to PT Pelindo Regional 1 Belawan.
“Ships with a tonnage of 500 GT or more should be required to use tugboat pilotage services in the waters designated for mandatory pilotage services. From 2023 to 2024, the obligation to use pilotage services in the port of Belawan was apparently not included in the reconciliation data drawn up and signed by suspect RVL and three other suspects, including the head of the Port Authority (KSOP),” according to the Minister.
The State is losing billions of rupiah in revenue
Due to the actions of the suspects, the State has lost billions of rupiah in revenue. However, the exact extent of the losses is still being calculated. “The suspects are accused of having suffered state financial losses in the non-tax revenue sector (PNBP), amounting to billions of rupiah. Investigators are currently working with relevant parties and institutions to conduct a detailed investigation and calculate the state financial losses,” according to the spokesperson.
The investigation team has charged the suspect with alleged violation of Section 2, paragraph 1, subsection 3, in conjunction with Section 18 of Act No. 31 of 1999 on the fight against criminal acts and corruption, as amended by Act No. 20 of 2001 on amendments to Act No. 31 of 1999 on the fight against criminal acts and corruption, in conjunction with Sections 603 and 604, in conjunction with Section 20 of Act No. 1 of 2023 on the Criminal Code. Earlier, on February 24, 2026, three suspects were arrested by the Public Prosecution Service of North Sumatra in a corruption case concerning the receipt of state funds from the non-tax revenue sector (PNBP), related to port and shipping services.
The suspects are Wisnu Handoko, head of the Belawan Port Master and Port Authority Office (KSOP) in 2023.
And Sapril Heston Simanjuntak and Marganda Sihite, head of the Belawan Port Master and Port Authority Office (KSOP) in 2024. ***adh
