JAM Datun Introduces Adhyaksa Chambers to Handle Public Disputes Involving State-Owned Enterprise Employees
The Deputy Attorney General for Civil and Administrative Affairs (JAM Datun), Prof. (H.C.) Dr. R. Narendra Jatna, S.H., LL.M., officially opened the training session on Alternative Dispute Resolution for State-Owned Enterprise (SOE) employees at the Le Meridien Hotel in Central Jakarta on Thursday, August 27, 2026.
This training was organized to support the transformation of the Indonesian Attorney General’s Office into an institution functioning as the State’s Attorney.

In his address, Narendra emphasized that the dynamics of the national economy and the complexity of legal relationships involved in SOE business operations—such as the procurement of goods and services, contractual relationships, investments, strategic partnerships, and the implementation of government policy—require a dispute resolution mechanism that is adaptive, effective, and fair.
“Alternative Dispute Resolution (ADR), particularly through mediation and arbitration, is a crucial out-of-court tool for safeguarding business continuity and the interests of the state,” stated JAM Datun Narendra Jatna.
He highlighted that the Indonesian Attorney General’s Office, through its Civil and State Administrative Affairs division (Datun), is tasked with providing legal services, legal advice, and legal assistance to the state, the government, SOEs, and the public.
The role of the Attorney General’s Office continues to evolve, focusing on a preventive and solution-oriented approach.

“In line with the transformation of the Public Prosecution Service into an Attorney General’s Office, the service continues to strengthen the capacity and quality of its legal services, including through the development of Adhyaksa Chambers as a forum for dispute resolution via mediation and arbitration. The presence of this facility is a tangible expression of the state’s commitment to providing modern, professional, independent, and credible legal services aimed at protecting assets and national interests,” he emphasized.
Narendra added that state-owned enterprises are strategic entities that manage the national economy. Therefore, the ability to properly manage and resolve disputes is an integral part of good corporate governance and a pillar supporting the sustainability of national development.
Meanwhile, Sila H. Pulungan, Secretary to the Junior Attorney General for Civil and State Administrative Law (JAM Datun), stated in his report that the training took place in person over three days, from Thursday, August 27, to Saturday, August 29, 2026. The training was attended by 112 participants from 68 state-owned enterprises across Indonesia, primarily executives and legal department officials.
Sila Pulungan explained that the objectives of this training included:
• Improving conceptual understanding of the concepts, principles, and mechanisms of Alternative Dispute Resolution (APS) in the public sector and state-owned enterprises;

• Strengthening strategic analysis skills for identifying potential disputes, analyzing legal issues, and formulating effective and efficient dispute resolution strategies in accordance with legal provisions;
• Practical application through case studies, workshops, and group coaching. The training series was comprehensive and structured, beginning with a pre-test followed by classroom-based sessions led by subject-matter experts. Subsequently, participants took part in an APS implementation mapping workshop and a group coaching session to deepen discussions and prepare final project designs.
The series of activities concluded with an in-depth evaluation involving individual presentations of final projects, during which constructive feedback was provided to each state-owned enterprise.
The opening ceremony was attended by representatives from the Board of Directors of the Investment Management Agency (BPI) Danantara, Level II and III officials from the Attorney General’s Office for Civil and State Administrative Affairs, and directors and management personnel from the state-owned enterprises.
