Employment Protection Bill Targeted for October 2026
Indonesian Deputy Minister of Manpower Afriansyah Noor has stated that the government and the Indonesian House of Representatives (DPR RI) aim to pass the employment protection bill in October 2026.
Afriansyah made this statement during the National Working Meeting (Rakernas) of the Confederation of All Indonesian Trade Unions (KSBSI) in Jakarta on Wednesday, September 23, 2026.

The accelerated development of this legislation is the result of intensive discussions with the DPR RI and cross-sector collaboration among seven ministries and agencies, including the Ministry of Industry.
These efforts aim to provide legal certainty that strikes a balance between promoting investment and ensuring worker welfare.
“We are aligning our concepts so that this legislation can be formulated in a balanced manner. Investments are safeguarded, and naturally, attention is also paid to the welfare of workers,” Afriansyah emphasized to 231 representatives of KSBSI’s regional coordinators.
The Deputy Minister of Manpower stated that this regulatory alignment aligns with the Ministry of Manpower’s current slogan: “Industrial progress, worker prosperity.”

To address several critical debates—including regulations regarding outsourcing—the government continues to foster open dialogue to gather constructive input from trade unions.
In addition to overseeing the Employment Protection Act, the government emphasizes its commitment to strengthening the national labor ecosystem, which currently comprises approximately 13,330 trade unions, 134 federations, and 23 confederations.
Several other priorities currently under consideration include the proposed social security contribution support program (PBI).
Afriansyah added that this dialogue-oriented approach stems from President Prabowo Subianto’s strong commitment to workers.

“This commitment is reflected in the President’s attendance at the May Day commemoration on May 1, 2026, as well as in the appointment of various trade union representatives to strategic positions within the cabinet, the presidential palace, and even among the boards of commissioners of state-owned enterprises,” he said.
Afriansyah emphasized that the presence of union representatives in the government necessitates the establishment of effective communication channels; the government hopes that workers’ aspirations can be conveyed—whether directly or through bilateral or tripartite forums—in a way that minimizes street protests. ***rel
Pengesahan RUU Pelindungan Ketenagakerjaan Ditargetkan Oktober 2026
Wakil Menteri Ketenagakerjaan (Wamenaker) Afriansyah Noor menyatakan bahwa pemerintah dan DPR RI menargetkan Rancangan Undang-Undang (RUU) Pelindungan Ketenagakerjaan disahkan menjadi Undang-Undang pada Oktober 2026 mendatang.
Hal ini disampaikan Afriansyah saat menghadiri Rapat Kerja Nasional (Rakernas) Konfederasi Serikat Buruh Sejahtera Indonesia (KSBSI) Tahun 2026 di Jakarta, Rabu, 23 September 2026.
Langkah percepatan perumusan regulasi ini dilakukan melalui pembahasan intensif bersama DPR RI serta sinergi lintas sektoral yang melibatkan tujuh kementerian dan lembaga, termasuk Kementerian Perindustrian.
Upaya tersebut ditujukan untuk menghadirkan kepastian hukum yang seimbang antara kemudahan investasi dan jaminan kesejahteraan buruh.
“Kami menyatukan konsep agar undang-undang ini bisa lahir berimbang. Investasi terjaga dengan baik, tentunya juga diimbangi dengan perhatian kesejahteraan pekerja,” tegas Afriansyah di hadapan 231 perwakilan koordinator wilayah KSBSI.
Wamenaker menyampaikan bahwa penyelarasan regulasi ini selaras dengan jargon Kementerian Ketenagakerjaan saat ini, yaitu “Maju Industrinya, Sejahtera Pekerjanya”.
Untuk mengatasi sejumlah perdebatan krusial, termasuk regulasi alih daya (outsourcing), pemerintah terus membuka ruang dialog secara terbuka demi menjaring masukan konstruktif dari kalangan serikat pekerja.
Selain pengawalan RUU Pelindungan Ketenagakerjaan, pemerintah juga menyoroti komitmennya dalam memperkuat ekosistem ketenagakerjaan nasional yang kini menaungi sekitar 13.330 serikat pekerja, 134 federasi, dan 23 konfederasi.
Beberapa agenda prioritas lain yang tengah dijajaki antara lain usulan Penerima Bantuan Iuran (PBI) jaminan sosial bagi para buruh.
Afriansyah menambahkan pendekatan dialogis ini berakar dari perhatian besar Presiden Prabowo Subianto terhadap kelompok pekerja.
“Komitmen tersebut tercermin dari kehadiran Presiden pada Peringatan Hari Buruh 1 Mei 2026 lalu, serta pelibatan sejumlah tokoh gerakan buruh di posisi strategis kabinet, lingkaran istana, hingga jajaran Komisaris BUMN,” ujarnya.
Ditegaskan Afriansyah, dengan keberadaan tokoh perwakilan buruh dalam pemerintahan, saluran komunikasi harusnya terbangun secara tepat, dan pemerintah berharap aspirasi para pekerja dapat disalurkan secara efektif secara langsung, ataupun melalui forum mediasi bipartit maupun tripartit, guna meminimalkan aksi unjuk rasa di jalanan. ***rel
