Employment Protection Bill Strengthens Worker Protections
The Employment Protection Bill has advanced to the second stage of the legislative process after the government expressed its approval during a working meeting with Commission IX of the Indonesian House of Representatives (DPR RI) at the Nusantara I Building in Senayan, Central Jakarta, on October 5, 2026. The meeting was chaired by the Deputy Speaker of the DPR RI, Sufmi Dasco Ahmad.
Minister of Manpower Yassierli, representing the government, expressed his appreciation and gratitude to the leadership and all members of Commission IX of the DPR RI—particularly the Working Committee (Panja) on the Employment Protection Bill—for the intensive deliberation process.

“The government views the Employment Protection Bill as crucial for providing protection and legal certainty, as well as for following up on Constitutional Court Ruling No. 168/PUU-XXI/2023 and harmonizing various labor provisions scattered across different laws and regulations,” said Yassierli.
According to Yassierli, the bill as a whole strengthens labor protections for workers, job seekers, apprentices, and employers.
The bill also emphasizes the principles of fairness, equality, non-discrimination, occupational safety and health (K3), and a balance between the rights, obligations, and interests of all parties involved in employment relationships.
“Furthermore, this bill strengthens the system for the supervision and enforcement of labor laws, making it more effective, professional, and proportionate while providing legal certainty and maintaining the sustainability of the business sector,” said Yassierli.

Previous discussions regarding the labor protection bill took place involving a government working group and the Indonesian House of Representatives (DPR RI). During the working meeting, the working group presented a report on the discussion outcomes as part of a series of steps to finalize the bill, including the reading of the draft labor protection bill.
The meeting then proceeded with the presentation of preliminary final statements from each parliamentary faction and the government’s final statement. Following this, the draft labor protection bill was signed.
“Based on the results of all discussions with the Indonesian House of Representatives (DPR RI) and after carefully considering all viewpoints and input during the deliberation process, the government has expressed its approval of the draft labor protection bill and agreed to its referral to Level II deliberations for further decision-making in a plenary session of the DPR RI,” stated Yassierli.

RUU Pelindungan Ketenagakerjaan Memperkuat Perlindungan Bagi Pekerja/Buruh
Rancangan Undang-Undang (RUU) tentang Pelindungan Ketenagakerjaan berlanjut ke Pembicaraan Tingkat II setelah pemerintah menyatakan dapat menerima RUU tersebut dalam rapat kerja bersama Komisi IX DPR RI di Gedung Nusantara I, Senayan, Jakarta Pusat, 5 Oktober 2026. Rapat kerja dipimpin Wakil Ketua DPR RI Sufmi Dasco Ahmad.
Menteri Ketenagakerjaan (Menaker) Yassierli yang mewakili pemerintah menyampaikan apresiasi dan penghargaan kepada Pimpinan dan seluruh Anggota Komisi IX DPR RI, khususnya Panitia Kerja (Panja) RUU tentang Pelindungan Ketenagakerjaan, atas proses pembahasan yang telah dilaksanakan secara intensif.
“Pemerintah memandang bahwa RUU tentang Pelindungan Ketenagakerjaan memiliki arti penting dalam memberikan pelindungan, kepastian hukum, sekaligus menindaklanjuti Putusan Mahkamah Konstitusi Nomor 168/PUU-XXI/2023 serta menyelaraskan berbagai ketentuan ketenagakerjaan yang selama ini tersebar dalam berbagai peraturan perundang-undangan,” kata Yassierli.
Menurut Yassierli, RUU tersebut secara keseluruhan memperkuat pelindungan ketenagakerjaan bagi pekerja/buruh, pencari kerja, peserta pemagangan, maupun pengusaha.
RUU ini juga menegaskan prinsip keadilan, kesetaraan, nondiskriminasi, keselamatan dan kesehatan kerja (K3), serta keseimbangan hak, kewajiban, dan kepentingan para pihak dalam hubungan industrial.
“Di sisi lain, RUU ini juga memperkuat sistem pengawasan dan penegakan hukum ketenagakerjaan agar lebih efektif, profesional, proporsional, dan memberikan kepastian hukum, dengan tetap memperhatikan keberlangsungan dunia usaha,” ujar Yassierli.
Pembahasan RUU Pelindungan Ketenagakerjaan sebelumnya dilakukan melalui Panja pemerintah dan DPR RI. Dalam rapat kerja tersebut, Panja menyampaikan laporan hasil pembahasan sebagai bagian dari rangkaian penyelesaian RUU, termasuk pembacaan naskah RUU tentang Pelindungan Ketenagakerjaan.
Rapat kemudian dilanjutkan dengan penyampaian pendapat akhir mini masing-masing fraksi serta pendapat akhir pemerintah. Setelah itu, dilakukan penandatanganan naskah RUU tentang Pelindungan Ketenagakerjaan.
“Berdasarkan seluruh hasil pembahasan bersama DPR RI dan setelah mempertimbangkan secara sungguh-sungguh seluruh pandangan serta masukan dalam proses pembahasan, Pemerintah menyatakan dapat menerima RUU tentang Pelindungan Ketenagakerjaan dan menyetujui agar RUU tersebut dilanjutkan ke Pembicaraan Tingkat II untuk selanjutnya diambil keputusan dalam Rapat Paripurna DPR RI,” kata Yassierli.
Rapat kerja tersebut dihadiri Wakil Menteri Ketenagakerjaan Afriansyah Noor, Menteri Usaha Mikro, Kecil, dan Menengah Maman Abdurrahman, Menteri Pemberdayaan Perempuan dan Perlindungan Anak Arifatul Choiri Fauzi, Wakil Menteri Perindustrian Faisol Reza, Wakil Menteri Sekretaris Negara Bambang Eko Suhariyanto, dan Wakil Menteri Dalam Negeri Akhmad Wiyagus. ***rel
