Bobby Nasution Encourages Fiscal Synergy Between Provinces and Regents
The Governor of North Sumatra, Muhammad Bobby Afif Nasution, emphasized the importance of strengthened synergy between provincial and regency administrations in formulating fiscal policy and regional development.
According to him, the regency administrations form the backbone of public services, meaning that closer coordination between the authorities must be continuously strengthened.

Bobby Nasution made this statement during the welcome dinner marking the 26th anniversary of the Association of Indonesian Regent Administrations (APKASI), which coincided with the 80th anniversary of the Deliserdang Regentship in Graha Bhineka Perkasa Jaya, Lubukpakam, Deliserdang.
On that occasion, Bobby encouraged APKASI to submit policy recommendations not only to the central government but also to the provincial government as a strategic partner of the regency administration.
“Direct recommendations to the relevant ministry are good. However, sometimes we also need recommendations to the provincial government. This is important to narrow the gap in relations and to align fiscal and budgetary policies between the province and the regency,” said Bobby.
Bobby also proposed not to apply the motor vehicle tax uniformly across all regions. He argued that large cities could apply higher tax rates for luxury vehicles, while regencies and economy-class vehicles, such as Low-Cost Green Cars (LCGC), could receive a more proportional arrangement to ensure a fairer distribution of vehicles and potential tax revenue.

Furthermore, Bobby announced that the Provincial Government of North Sumatra would increase the allocation of Provincial Financial Support (BKP) to regencies/cities in July 2026. The Deliserdang Regentship is one of the regions that will receive a significant portion of this support.
He also expressed his appreciation for the celebration of the APKASI anniversary in Deliserdang, as this could stimulate the regional economy. The presence of hundreds of regents from various regions in Indonesia has had a positive impact on the hotel sector, SMEs, and the local hospitality industry.
Meanwhile, Regent Asri Ludin Tambunan of Deliserdang expressed his pride in the trust APKASI has placed in the organization of the celebration of Deliserdang’s 26th anniversary. In addition to commemorating the 80th anniversary of the Deliserdang Regency and the 80th anniversary of Bhayangkara, the event also served as a platform for reflection on the direction of regional development.
Asri Ludin highlighted a number of challenges currently facing the regency government, including regulatory dynamics, the accelerated digitalization of public services, strengthening food security in the face of climate change, and providing basic infrastructure amidst regional budgetary constraints.

“Amidst budgetary constraints, we must be creative and innovative, without losing sight of the fundamental rights of the community. We must unite our voices to formulate a fiscal policy that promotes regional independence,” he emphasized.
APPASI Chairman Bursah Zarnubi recalled that APKASI was established 26 years ago as part of the 1998 reforms, with the aim of strengthening regional autonomy and the decentralization of administration.
He expressed his appreciation for the warm welcome from the government of the Deliserdang district, including the presentation of North Sumatran culture and culinary delights to the participants. He indicated that APKASI’s anniversary series will highlight various strategic agendas for the district government.
“During this meeting, we will evaluate and discuss the implementation of Law No. 23 of 2014 on regional administration, as well as strengthening economic networks and promoting the superior potential and investments of each district at the national level,” he said.
