Appreciation for North Sumatra obtaining an unqualified opinion for 12 consecutive years
The political groups in the Provincial Legislative Council of North Sumatra (DPRD) have expressed their appreciation to the Provincial Government of North Sumatra (Pemprov) for receiving an unqualified opinion (WTP) from the Supreme Audit Chamber (BPK) for the twelfth consecutive year for its Regional Financial Report (LKPD) for the fiscal year 2025.
This appreciation was expressed during a plenary meeting of the DPRD of North Sumatra, with the agenda item “General positions of the political groups on the draft regional regulation (Ranperda) regarding accountability for the execution of the provincial budget of North Sumatra for the fiscal year 2025”, at the DPRD of North Sumatra building in Medan. The meeting was attended by Vice Governor Surya of North Sumatra and Acting Regional Secretary Sulaiman Harahap of the Province of North Sumatra.

The Golkar, PDI-P, Gerindra, NasDem, PKS, PAN, Demokrat, Hanura, and PKB factions considered obtaining an unconditional opinion for twelve consecutive years as a positive achievement in the field of regional financial management.
However, they warned that this achievement must be accompanied by improvements in the quality of development and public services.
“We, the Golkar faction, express our appreciation to the Provincial Government of North Sumatra for once again obtaining an unconditional opinion. Audit Report for fiscal year 2025, for the twelfth time. However, we are of the opinion that an impartial opinion is not the ultimate goal,” stated Palacheta Subies Subianto, spokesperson for the Golkar faction.
The Golkar Group urged the Provincial Government of North Sumatra to continue strengthening the effectiveness of program implementation, to ensure that every budget delivers measurable benefits and effects, and to use the principles of transparency, accountability, and public service as a guiding principle in regional policymaking.

Furthermore, the Golkar Group highlighted the realization of regional original revenues (PAD) for fiscal year 2025, which amounted to 12 trillion Indonesian rupees, or 95.87% of the target. According to them, this is a good performance, but there is still potential that needs to be optimized.
The Group encouraged the Provincial Government of North Sumatra to conduct a comprehensive evaluation of all components of regional revenues, particularly regional original revenues (PAD), by exploring new opportunities, strengthening the digitalization system, improving compliance with tax and levy obligations, and minimizing potential revenue leakage.
“Optimizing regional revenue is becoming increasingly important, because the stronger the region’s financial capacity, the better the government is able to fund development programs that have a direct impact on the general welfare,” he said.
Rizki Rifai Harahap, spokesperson for the PAN faction, also expressed the hope that the WTP (Profit-for-Payment) recommendation would be maintained, as this demonstrates the North Sumatra Provincial Government’s commitment to sound financial management.

“A WTP recommendation is a measure of success, measured by every rupiah converted into quality development, improved public services, and general welfare,” he said.
Timbul Sinaga, spokesperson for the NasDem faction, likewise expressed his appreciation for the North Sumatra Provincial Government’s success in maintaining the WTP recommendation for the twelfth consecutive year. According to him, this achievement demonstrates the commitment to good governance and accountability in regional financial management.
The plenary session followed the presentation of the Accountability Memorandum for the Implementation of the North Sumatra Provincial Budget for the fiscal year 2025, which was presented on July 1, 2026, by the Governor of North Sumatra, Muhammad Bobby Afif Nasution.
In addition to discussing the general positions of the various factions, a draft regional ordinance was also presented during the meeting, proposed by the North Sumatra Regional People’s Council (DPRD), concerning socially responsible and environmentally friendly business practices.
