Agrarian reform must have a positive impact on the economy of the people of North Sumatra
The Deputy Governor of North Sumatra (Sumut), Surya, emphasized that the implementation of agrarian reform must have a tangible impact on improving the population’s economic well-being.
According to him, agrarian reform should not merely resolve land issues and provide legal certainty; it must also expand economic access and improve the welfare of the people.

Surya conveyed this message during the opening of the first coordination meeting of the North Sumatra Province Agrarian Reform Task Force (GTRA) for 2026, held in the Raja Inal Siregar Hall at the North Sumatra Governor’s Office (Jalan Diponegoro No. 30, Medan) on Wednesday, September 2, 2026.
Attendees included Rudi Rubijaya, Director of Agrarian Reform at the Directorate General of Agrarian Planning (Ministry of Agrarian Affairs and Spatial Planning/National Land Agency – ATR/BPN); Nugraha, Head of the BPN Regional Office in North Sumatra; Timor Tumanggor, Acting Regional Secretary of North Sumatra Province; and representatives from the Regional Leadership Communication Forum (Forkopimda) and regional government officials.
According to Surya, the spirit of agrarian reform goes beyond the mere regulation of land certificates; its scope is far broader. Agrarian reform is an effort to achieve justice by regulating the control, ownership, use, and utilization of land, thereby creating broader economic opportunities for the community, as stipulated in Presidential Decree No. 62 of 2023 regarding the acceleration of agrarian reform implementation.
“To demonstrate the provincial government’s commitment, we have established an Agrarian Reform Task Force through a gubernatorial decree. This provides us with a more integrated coordination platform for implementing asset management, resolving agrarian conflicts, and developing economic access for beneficiaries,” stated the Deputy Governor.

He further noted that North Sumatra continues to face complex challenges regarding land issues, such as overlapping land control, ownership disputes, and the need for data harmonization across various agencies.
All these issues require solutions that are carefully considered, transparent, and accurate, while simultaneously ensuring legal certainty and justice for the community.
“This initiative requires community support—such as strengthening cooperatives, developing SMEs, fostering economic empowerment, providing business mentoring, and ensuring access to financing. In this way, the benefits of land reform will lead to family prosperity and regional economic growth,” explained Surya, who emphasized the importance of disseminating information about the various new policy measures to prevent misunderstandings during implementation.
Surya also expressed his appreciation to all parties that have collaborated and created synergy in the implementation of the land reform. He stated that resolving various agrarian issues is a shared responsibility requiring commitment, coordination, and alignment among institutions.

“This coordination meeting is an important first step toward charting a common course, strengthening coordination, and ensuring that every planned program can be effectively implemented at the district or city level,” he said.
Meanwhile, Nugraha, head of the North Sumatra Regional Office of the National Land Agency (BPN), reported that several initial steps had been taken prior to the issuance of the governor’s decree regarding the GTRA. These efforts included consultations, discussions on team formation, the drafting of work plans, and the identification of focus locations.
Various steps will be taken—including data collection and joint field surveys regarding the subjects and objects of land reform—to facilitate asset management and resolve agrarian conflicts.
The North Sumatra Provincial GTRA team will also make recommendations to the Minister of ATR/BPN regarding the resolution of agrarian disputes and conflicts in North Sumatra.

“We will compile a list of reform and access arrangements based on the results of asset management (including names and addresses) and a list of issues concerning land reform implementation in North Sumatra. Reforma Agraria Harus Berdampak pada Ekonomi Masyarakat Sumatera Utara
Wakil Gubernur (Wagub) Sumatera Utara (Sumut) Surya menekankan bahwa pelaksanaan reforma agraria harus memberikan dampak nyata terhadap peningkatan ekonomi masyarakat.
Menurutnya, reforma agraria tidak cukup hanya menyelesaikan persoalan tanah dan kepastian hukum, tetapi juga harus membuka akses ekonomi dan meningkatkan kesejahteraan masyarakat.
Pesan tersebut disampaikan Surya saat membuka Rapat Koordinasi Awal Gugus Tugas Reforma Agraria (GTRA) Provinsi Sumut Tahun 2026 di Aula Raja Inal Siregar, Kantor Gubernur Sumut, Jalan Diponegoro Nomor 30, Medan, Rabu, 2 September 2026.
Hadir di antaranya Direktur Landreform Ditjen Penataan Agraria Kementerian ATR/BPN Rudi Rubijaya, Kepala Kanwil BPN Sumut Nugraha, Penjabat (Pj) Sekretaris Daerah Provinsi (Sekdaprov) Sumut Timor Tumanggor, perwakilan unsur Forkopimda, serta para kepala daerah.
Menurut Surya, semangat reforma agraria bukan sekadar soal penertiban sertifikat tanah, melainkan lebih dari itu.
Reforma agraria merupakan upaya menghadirkan keadilan melalui penataan penguasaan, kepemilikan, penggunaan, hingga pemanfaatan tanah agar mampu membuka peluang ekonomi yang lebih luas bagi masyarakat, sebagaimana landasannya dalam Perpres nomor 62 tahun 2023 tentang Percepatan Pelaksanaan Reforma Agraria.
“Sebagai bentuk keseriusan Pemerintah Provinsi (Pemprov), kita telah membentuk Gugus Tugas Reforma Agraria melalui Keputusan Gubernur. Dengan begitu, kita memiliki wadah koordinasi lebih terpadu dalam melaksanakan penataan aset, penyelesaian konflik agraria, serta pengembangan akses ekonomi bagi penerima manfaat,” jelas Wagub.
Disampaikan juga, Sumut masih menghadapi tantangan kompleks terkait persoalan pertanahan, seperti tumpang tindih penguasaan lahan, sengketa kepemilikan, hingga kebutuhan penyelarasan data antarinstansi.
Seluruh persoalan tersebut memerlukan penyelesaian secara cermat, terbuka, akurat, serta memberikan kepastian hukum dan keadilan bagi masyarakat.
“Penataan ini, masyarakat perlu memperoleh dukungan seperti penguatan koperasi, pengembangan UMKM, pemberdayaan ekonomi, pendampingan usaha, hingga akses pembiayaan. Dengan begitu, manfaat reforma agraria bermuara pada kesejahteraan keluarga dan pertumbuhan ekonomi daerah,” jelas Surya, yang menyerukan pentingnya sosialisasi terhadap berbagai kebijakan baru guna mengurangi kesalahpahaman pada pelaksanaan.
Surya pun mengapresiasi seluruh pihak yang telah bekerja sama dan membangun sinergi dalam pelaksanaan reforma agraria. Menurutnya, penyelesaian berbagai persoalan di bidang agraria merupakan tanggung jawab bersama yang membutuhkan komitmen, koordinasi, dan keselarasan antarlembaga.
“Rakor ini menjadi langkah awal yang penting untuk menyamakan arah, memperkuat koordinasi, serta memastikan setiap program yang direncanakan dapat berjalan efektif hingga tingkat kabupaten/kota,” ujarnya.
Sementara itu, Kepala Kanwil BPN Sumut Nugraha melaporkan bahwa sejumlah langkah awal telah dilakukan sebelum diterbitkannya Keputusan Gubernur tentang GTRA. Upaya tersebut meliputi konsultasi, pembahasan pembentukan tim, penyusunan rencana kerja, hingga penetapan fokus lokasi.
Adapun beberapa langkah yang akan dilakukan antara lain pendataan dan survei lapangan bersama terhadap subjek dan objek reforma agraria dalam rangka penataan aset maupun penyelesaian konflik agraria.
Tim GTRA Provinsi Sumut juga akan memberikan rekomendasi kepada Menteri ATR/BPN mengenai penyelesaian sengketa dan konflik agraria di Sumut.
“Menyusun daftar reform dan penataan akses Hasil Penataan Aset (by name by address) dan daftar isian masalah pelaksanaan Reforma Agraria di Sumatera Utara. Serta melakukan rapat koordinasi akhir tahun sebagai penutup kegiatan GTRA Provinsi Sumatera Utara dan menyusun pelaporan untuk dilaporkan ke Kementerian ATR/BPN,” pungkasnya. ***rel
