Academic presentation by Sugeng Riyanta promotes strategic ideas for optimizing the handling of criminal cases
The head of the Public Prosecution Service of Southeast Sulawesi, Dr. Sugeng Riyanta, S.H., M.H., has successfully completed the final examination for the individual strategic paper (Nastrap) and the strategic transformation program within the framework of the 35th regular training (Dikreg) of the Indonesian National Police (Sespimti) in 2026 at Sespim, Lemdiklat Polri, Lembang.
During the examination, Dr. Sugeng Riyanta presented a strategic paper titled “Strategy for optimizing the handling of criminal cases in the natural resources sector, based on asset recovery through alternative out-of-court settlements.”

This academic initiative offers a new paradigm for law enforcement, in which asset recovery and compensation for environmental damage take center stage in the handling of criminal cases related to natural resources. This initiative aligns with the vision of the 7th President of the Republic of Indonesia to implement political, legal, and bureaucratic reforms and to eradicate drugs, gambling, and smuggling.
Moreover, this course aligns with national legal policy, which increasingly emphasizes an approach that is not merely repressive but also yields concrete benefits for the state through asset recovery and compensation for losses incurred due to criminal activities.
As an implementation of this initiative, Dr. Sugeng Riyanta has proposed the Strategic Transformation Program (Innovation of Change) in the form of the Prosecutor General’s Guidelines for the Development of Settlement Models Based on Deferred Prosecution Agreements (DPA).

This innovation is designed as a legal instrument that enables the resolution of specific cases through agreements that prioritize compensation for state losses, environmental remediation, improved corporate governance, and compliance with the law, without neglecting the principles of accountability and the public interest.
Through this innovation, the Indonesian Public Prosecution Service hopes to play a pioneering role in the development of a modern law enforcement model that adapts to global developments, supports a healthy investment climate, strengthens the recovery of state assets, and creates a criminal justice system that is fairer, more effective, and more focused on the national interest. ***adh
