Bobby Nasution encourages Perseroda Dhirga Surya to increase its contribution to regional state revenues and investments
Governor Muhammad Bobby Afif Nasution of North Sumatra hopes that the change of legal form from PT Dhirga Surya to a Perseroda (a state-owned enterprise) will increase this regional company’s contribution to regional state revenues. He also encourages Perseroda Dhirga Surya to become a driving force for investment, job creation, and regional economic growth.
Bobby Nasution expressed this hope during the plenary session of the Regional People’s Representative Council (DPRD) of North Sumatra, where the agenda included a decision on the draft regional ordinance (Ranperda) regarding the change of legal form from PT Dhirga Surya to Perseroda Dhirga Surya.

The meeting took place at the North Sumatra DPRD building on Jalan Imam Bonjol, Medan. Also present were, among others, Vice Governor Surya, Acting Regional Secretary of the Province of North Sumatra, Sulaiman Harahap, Chairman of the North Sumatra Regional Council, Erni Ariyanti, leaders and members of the North Sumatra Regional Council, and heads of regional government organizations (OPD).
According to Bobby Nasution, the change of legal form is a step to comply with the provisions of the legislation and regulations concerning regional enterprises, as set out in Act No. 23 of 2014 on Regional Administration and Government Regulation No. 54 of 2017 on Regional Enterprises (BUMD).
“The Provincial Government of North Sumatra welcomes and appreciates all suggestions, input, corrections, and improvements made during the consultation process. This not only meets formal legal requirements but also strengthens professional, transparent, and responsible corporate governance and is aimed at improving business performance,” stated Bobby Nasution.

With the new status as a private limited company (Perseroda), Bobby Nasution hopes that Dhirga Surya will gain a stronger legal basis to develop its business potential and increase its competitiveness. Furthermore, Perseroda Dhirga Surya is expected to make an optimal contribution to regional revenues (PAD).
According to him, this transformation is also expected to stimulate regional economic growth, create investment opportunities, generate jobs, and support the implementation of sustainable development.
“We hope that, as soon as the draft of the regional scheme is adopted, Perseroda Dhirga Surya will be able to immediately adapt its institutions and management and develop a business strategy that addresses future business challenges and opportunities,” stated Bobby Nasution.
On this occasion, Bobby Nasution expressed his appreciation for the synergy and partnership between the Provincial Government of North Sumatra and the Regional Representative of North Sumatra (DPRD) in the execution of their respective tasks and roles.

He expressed his gratitude for the attention, input, and suggestions of the leadership and members of the North Sumatra DPRD during the deliberations on the draft regional regulation.
Meanwhile, Yahdi Khoir Harahap, spokesperson for the Agency for the Formation of Regional Regulations (Bapemperda) of the North Sumatra DPRD, explained that deliberations on the draft regional regulation have been ongoing since 2024. He stated that all DPRD factions have expressed their approval regarding the change of legal form from PT Dhirga Surya to Perseroda Dhirga Surya.
“Based on all discussions, it has become apparent that this change meets the philosophical, legal, and sociological aspects and is in line with existing regulations. We hope that this will give a boost to the transformation,” he concluded. ***REL
