Warning from Bobby Nasution: Unlicensed Businesses May Not Operate
The Governor of North Sumatra, Muhammad Bobby Afif Nasution, emphasized that the government will no longer allow businesses to operate if they lack legal permits or threaten public order and safety (Kamtibmas).
According to him, all business and investment activities must comply with regulations and benefit the community.

“If a permit has been revoked and there is no legal basis, they obviously cannot operate. We will take action in accordance with regulations,” stated Bobby following a report from the Acting Regent of Langkat, Tiorita Br Surbakti, regarding entertainment venues in Langkat Regency—specifically in the Batangserangan area—suspected of violating regulations.
The meeting took place on Tuesday, September 8, 2026, at the North Sumatra Governor’s office, located on the 10th floor of the building at Jalan Diponegoro No. 30 in Medan.
Bobby instructed the Langkat Regency government, together with regional officials and relevant agencies, to conduct a thorough inspection of the businesses’ legal status—covering everything from business and building permits to compliance with spatial planning regulations.
Bobby also stressed that the government must exercise greater caution regarding entertainment venues that have caused fatal accidents in the past, and that permits for their reopening should not be granted indiscriminately.

He noted that supporting investment does not mean regulations concerning permits, spatial planning, the environment, or public order and safety can be disregarded. “We support investments, but they must comply with regulations and benefit the community. If they fail to meet regulations and disrupt the community, they should not be permitted,” he said.
Bobby further called for a comprehensive review of spatial planning in the area. The regional government must ensure that land use aligns with its intended purpose and does not conflict with provisions for protecting agricultural land or applicable spatial planning policies.
To support the enforcement process, Bobby encouraged the Langkat Regency government to strengthen coordination with the police and the Indonesian National Armed Forces (TNI), ensuring that all stages proceed safely, orderly, and in accordance with procedure.
Regarding public demonstrations, Bobby stated that the public has the right to voice their aspirations, provided this is done in an orderly manner and in compliance with prevailing regulations.

“If the basis is clear—if it is a matter of public aspiration—we will certainly listen. However, the expression of these views must remain orderly and must not compromise safety,” he said.
Bobby emphasized that the government must not enforce regulations selectively and that all business activities must be treated according to the same legal provisions.
“As the government, we must be able to distinguish between businesses that have a positive impact on the community and those that cause problems. Everything must be based on the rules,” Bobby stated.
Earlier, Tiorita submitted a report regarding the issue of nightclubs in Langkat Regency, which had previously been regulated and sealed by the Langkat Regency government and the Regional Coordination Forum (Forkopimda).
“It is suspected that the establishment was reopened after we had sealed it. Initially, it was just a family karaoke venue, sir. However, over time, it turned into a nightclub. We sealed the premises, but the seal was removed. The establishment is suspected of having reopened after the sealing. We have photographic and video evidence,” said Tiorita, who was present alongside heads of regional government agencies from Langkat Regency.

Tiorita hopes that support from the North Sumatra provincial government will bolster the Langkat Regency government’s efforts to ensure that businesses in the area comply with regulations and guarantee public safety and comfort.

Peringatan Bobby Nasution : Usaha Tak Berizin Tak Boleh Beroperasi
Gubernur Sumatera Utara (Sumut), Muhammad Bobby Afif Nasution menegaskan pemerintah tidak akan membiarkan kegiatan usaha yang tidak memiliki legalitas perizinan maupun berpotensi mengganggu keamanan dan ketertiban masyarakat (Kamtibmas) tetap beroperasi.
Menurutnya, setiap kegiatan usaha dan investasi harus berjalan sesuai aturan serta memberikan manfaat bagi masyarakat.
“Kalau memang izinnya sudah dicabut dan legalitasnya tidak ada, tentu tidak boleh beroperasi. Kita tindak sesuai aturan,” tegas Bobby saat menerima laporan Pelaksana Tugas (Plt) Bupati Langkat, Tiorita Br Surbakti terkait persoalan usaha hiburan malam di Kabupaten Langkat, khususnya di wilayah Batangserangan, yang diduga melanggar ketentuan.
Pertemuan tersebut berlangsung di Ruang Kerja Gubernur, Lantai 10, Kantor Gubernur Sumut, Jalan Diponegoro Nomor 30, Medan, Selasa, 8 September 2026.
Bobby meminta Pemkab Langkat bersama perangkat daerah dan instansi terkait melakukan pemeriksaan menyeluruh terhadap legalitas usaha, mulai dari izin usaha, Persetujuan Bangunan Gedung (PBG), hingga kesesuaian dengan tata ruang.
Bobby juga menegaskan pemerintah harus lebih berhati-hati terhadap tempat hiburan yang sebelumnya telah menimbulkan korban jiwa dan tidak boleh sembarangan memberikan izin untuk kembali beroperasi.
Menurutnya, dukungan terhadap investasi tidak berarti mengabaikan aturan terkait perizinan, tata ruang, lingkungan maupun Kamtibmas.
“Investasi kita dukung, tetapi investasi harus sesuai aturan dan memberikan manfaat bagi masyarakat. Kalau tidak sesuai aturan dan mengganggu masyarakat, tidak boleh dibiarkan,” ujarnya.
Bobby selanjutnya meminta persoalan tata ruang di kawasan tersebut dikaji secara menyeluruh. Pemerintah daerah perlu memastikan pemanfaatan lahan sesuai peruntukan serta tidak bertentangan dengan ketentuan perlindungan lahan pangan dan kebijakan tata ruang yang berlaku.
Untuk mendukung proses penertiban, Bobby mendorong Pemkab Langkat memperkuat koordinasi dengan kepolisian dan TNI agar seluruh tahapan berjalan aman, tertib dan sesuai prosedur.
Terkait aksi demonstrasi masyarakat, Bobby mengatakan penyampaian aspirasi merupakan hak masyarakat sepanjang dilakukan secara tertib dan sesuai ketentuan yang berlaku.
“Kalau landasannya jelas sebagai aspirasi masyarakat, tentu kita dengarkan. Tetapi penyampaiannya harus tetap tertib dan jangan sampai mengganggu keamanan,” katanya.
Bobby menegaskan pemerintah tidak boleh melakukan penegakan aturan secara tebang pilih dan setiap kegiatan usaha harus diperlakukan berdasarkan ketentuan hukum yang sama.
“Kita sebagai pemerintah harus bisa membedakan mana usaha yang memberikan dampak dan manfaat bagi masyarakat, dan mana kegiatan yang justru menimbulkan persoalan. Semua harus berdasarkan aturan,” ujar Bobby.
Sebelumnya, Tiorita menyampaikan laporan mengenai persoalan Tempat Hiburan Malam (THM) di Kabupaten Langkat yang sebelumnya telah ditertibkan dan disegel Pemkab Langkat bersama Forum Koordinasi Pimpinan Daerah (Forkopimda).
“Setelah kita lakukan penyegelan, tempat usaha tersebut diduga kembali beroperasi. Dulu pengurusan izinnya hanya karaoke keluarga, Pak. Tetapi seiring waktu menjadi Tempat Hiburan Malam (THM). Sudah kami segel, tetapi mereka mencabut segelnya. Tempat usaha tersebut diduga kembali beroperasi setelah penyegelan. Kami punya dokumentasi foto dan video,” ujar Tiorita, yang hadir bersama kepala OPD Kabupaten Langkat.
Tiorita berharap dukungan Pemprov Sumut dapat memperkuat langkah Pemkab Langkat dalam memastikan kegiatan usaha di wilayahnya berjalan sesuai ketentuan serta menjaga keamanan dan kenyamanan masyarakat.
