The Ministry of Manpower and the Ministry of Environment and Forestry promote the development of green jobs for the sustainable protection of the ozone layer
The Ministry of Manpower (Kemnaker) and the Ministry of Environment/Environmental Control (KLH/BPLH) are promoting the development of green jobs to support ozone layer protection and sustainable cooling.
This initiative is part of the World Ozone Day 2026 celebration summit, held on Wednesday, September 16, 2026, in Bekasi, West Java.

Minister of Manpower Yassierli stated that the transition to a green economy requires a workforce equipped with competencies that align with technological advancements and industry needs. In addition to technical skills, the workforce must also possess environmental awareness.
“We are using World Ozone Day as a catalyst to accelerate workforce readiness for the green transition. Operators and repair technicians for air conditioning and refrigeration equipment are among those on the front lines,” said Yassierli.
According to Yassierli, refrigeration and air conditioning (RAC) technicians must possess sufficient competence to keep pace with technological developments and understand the environmental aspects of their work. Therefore, the Ministry of Manpower, together with the Ministry of Environment and Forestry/BPLH, continues to develop relevant standards and training materials.
“This includes, among other things, the selection and operation of equipment, as well as eliminating the use of environmentally harmful substances. This is part of Indonesia’s global commitment to reducing damage to the ozone layer,” he said.

Yassierli added that the Ministry of Manpower and the Ministry of Environment and Forestry/BPLH have been collaborating since 2017 to build the capacity of RAC personnel. This collaboration includes updating the Indonesian National Work Competency Standards (SKKNI), developing curricula and training programs, and strengthening personnel competencies.
During the event, a symbolic handover took place of 99 training units for RAC technicians from the Ministry of Environment and Forestry/BPLH to the Ministry of Manpower. This equipment will be used to support training at 14 BBPVP/BPVP centers located across the country, from Aceh to Sorong.
Minister of Environment/Head of the Environmental Management Agency, Jumhur Hidayat, stated that strengthening technician competencies is essential to ensure the safe use of refrigeration technology and to align with the development of more environmentally friendly technologies.
“Since the technology is new, retraining is necessary. The Ministry of Manpower provides the training facilities for the workers, while we supply the equipment,” said Jumhur.
He explained that a “green workforce” is one that performs its work while prioritizing efforts to reduce emissions and environmental impact. ***rel
Kemenaker Bersama Kemen LHK Mendorong Pengembangan Green Jobs Demi Melindungi Lapisan Ozon Berkelanjutan
Kementerian Ketenagakerjaan (Kemnaker) dan Kementerian Lingkungan Hidup/Badan Pengendalian Lingkungan Hidup (KLH/BPLH) mendorong pengembangan green jobs untuk mendukung pelindungan lapisan ozon dan pendinginan berkelanjutan.
Upaya tersebut menjadi bagian dari Puncak Perayaan Hari Ozon Sedunia 2026 yang diselenggarakan di Bekasi, Jawa Barat, Rabu, 16 September 2026.
Menteri Ketenagakerjaan Yassierli mengatakan, transisi menuju ekonomi hijau perlu diikuti kesiapan tenaga kerja yang memiliki kompetensi sesuai perkembangan teknologi dan kebutuhan industri. Selain keterampilan teknis, tenaga kerja juga perlu memiliki wawasan mengenai lingkungan.
“Momentum Hari Ozon Sedunia ini kita jadikan untuk mengakselerasi kesiapan tenaga kerja dalam menghadapi transisi hijau. Salah satu yang menjadi lini depan adalah operator dan teknisi reparasi AC serta peralatan pendingin,” kata Yassierli.
Menurut Yassierli, teknisi bidang refrigerasi dan tata udara (refrigeration and air conditioning/RAC) perlu memiliki kompetensi yang memadai agar mampu mengikuti perkembangan teknologi sekaligus memahami aspek lingkungan dalam menjalankan pekerjaannya. Karena itu, Kemnaker bersama KLH/BPLH terus mengembangkan standar dan materi pelatihan yang relevan.
“Bagaimana memilih, mengoperasikan, termasuk bagaimana zat-zat yang berbahaya terhadap lingkungan tidak lagi digunakan. Ini menjadi bagian dari komitmen Indonesia secara global untuk mengurangi kerusakan ozon,” ujarnya.
Yassierli menambahkan, kolaborasi Kemnaker dan KLH/BPLH dalam pengembangan kapasitas tenaga kerja bidang RAC telah berjalan sejak 2017. Kerja sama tersebut mencakup pemutakhiran Standar Kompetensi Kerja Nasional Indonesia (SKKNI), pengembangan kurikulum dan skema pelatihan, serta penguatan kompetensi tenaga kerja.
Dalam kegiatan tersebut, dilakukan penyerahan secara simbolis hibah 99 unit peralatan pelatihan RAC dari KLH/BPLH kepada Kemnaker. Peralatan tersebut selanjutnya akan dimanfaatkan untuk mendukung pelatihan di 14 BBPVP/BPVP yang tersebar dari Aceh hingga Sorong.
Menteri Lingkungan Hidup/Kepala Badan Pengendalian Lingkungan Hidup Jumhur Hidayat mengatakan, penguatan kompetensi teknisi diperlukan agar penggunaan teknologi pendingin dapat dilakukan secara aman dan sesuai dengan perkembangan teknologi yang lebih ramah lingkungan.
“Karena sekarang teknologinya sudah baru, maka perlu pelatihan ulang. Kemnaker menyediakan tempat untuk melatih tenaga kerja, sementara kami menyediakan peralatannya,” kata Jumhur.
Ia mengatakan, tenaga kerja hijau merupakan tenaga kerja yang menjalankan pekerjaannya dengan memperhatikan upaya mengurangi emisi dan dampak terhadap lingkungan. ***rel
