Cucun Ahmad Syammurijal, Deputy Speaker of the Indonesian House of Representatives, stated that discussions regarding the labor protection bill remain focused on accommodating the wishes of the various parties involved.

He affirmed that the House of Representatives would continue its dialogue with stakeholders until the discussions are concluded.

“We will continue to respect the aspirations of all stakeholders in the country. Hopefully, we can enact a law that is fair to all parties,” Cucun stated during a consultation session titled “Ensuring a Fair Labor Protection Law for All” in Bekasi on Thursday, October 1, 2026.

Cucun explained that, during the deliberations, the House of Representatives had also brought together representatives of workers and employers to listen to and discuss their respective interests.

According to him, the legislative process requires finding common ground among these various interests so that the resulting regulations can be applied fairly.

“Looking at the title—’labor protection’—it is clear that this is an instrument designed to provide employees with protection and security. However, legal certainty must also be ensured for the business community. We should not have regulations in one region that differ from those in another,” said Cucun.

Minister of Manpower Yassierli added that updating labor regulations is a key component of the discussions regarding the labor protection bill (RUU), which is currently being deliberated by the government and the House of Representatives (DPR).

“Law No. 13 of 2003 is already 23 years old. The labor market is changing. We therefore aim to deliver the best outcome for the country through legislation that addresses these changes,” said Yassierli.

According to Yassierli, these changes are reflected in, among other things, the growing importance of workforce preparation, skills enhancement, recruitment processes, employee protection, and labor inspection.

“Previously, Law No. 13 of 2003 did not place much emphasis on training, but the labor market has evolved. We want job seekers to be competent. That is why workforce preparation is also a crucial aspect requiring our attention,” he said.

Yassierli added that the government and the House of Representatives (DPR) are currently discussing various requests and concerns raised by stakeholders. Intensive discussions are underway to find a regulatory formula that addresses workers’ needs in a balanced manner.

“The government and the DPR are aligned. It is now a matter of determining how best to translate these wishes into regulations. That is our challenge,” he said.

He emphasized that the wishes of trade unions and other stakeholders constitute a key part of the discussion process.

According to him, these wishes can be conveyed in various ways, including through social dialogue, such as the dialogue currently being held with the KSPSI.

“Hopefully, together we can present a law—not just any labor law, but a better, fairer labor protection law that safeguards the well-being of all workers in Indonesia,” he concluded.

RUU Pelindungan Ketenagakerjaan Harus Menjawab Perubahan Dunia Kerja

Perubahan dunia kerja menuntut kerangka regulasi ketenagakerjaan yang mampu menjawab kebutuhan tenaga kerja dan dinamika hubungan industrial yang terus berkembang.

Oleh karena itu, pembaruan regulasi ketenagakerjaan perlu memastikan adanya pelindungan yang efektif bagi pekerja sekaligus kepastian bagi dunia usaha.

Wakil Ketua DPR RI, Cucun Ahmad Syamsurijal mengatakan, pembahasan RUU Pelindungan Ketenagakerjaan terus diarahkan untuk mengakomodasi aspirasi berbagai pihak.

DPR, kata dia, akan terus membuka ruang dialog dengan para pemangku kepentingan hingga proses pembahasan selesai.

“Kita akan terus mengakomodasi aspirasi dari seluruh stakeholder anak bangsa. Mudah-mudahan kita bisa menghasilkan sebuah undang-undang yang adil bagi semua pihak,” ujar Cucun dalam Dialog Sosial bertema Mengawal RUU Pelindungan Ketenagakerjaan yang Adil bagi Semua, di Bekasi, Kamis, 1 Oktober 2026.

Cucun menuturkan, dalam proses pembahasan, DPR juga mempertemukan perwakilan pekerja dengan pemberi kerja untuk mendengarkan dan membahas kepentingan masing-masing.

Menurutnya, proses legislasi membutuhkan titik temu dari berbagai kepentingan agar regulasi yang dihasilkan dapat diterapkan secara adil.

“Kalau kita lihat judulnya sudah Pelindungan Ketenagakerjaan, ini menjadi alat bagaimana para pekerja memiliki pelindungan dan kepastian. Tetapi kepastian hukum juga harus ada bagi dunia usaha. Jangan sampai di satu daerah ketentuannya seperti ini, sementara di daerah lain berbeda,” kata Cucun.

Menteri Ketenagakerjaan (Menaker) Yassierli menambahkan, pembaruan regulasi ketenagakerjaan menjadi bagian penting dalam pembahasan Rancangan Undang-Undang (RUU) Pelindungan Ketenagakerjaan yang saat ini tengah dibahas pemerintah bersama DPR.

“Kalau kita lihat, Undang-Undang Nomor 13 Tahun 2003 itu sudah 23 tahun. Dunia kerja berubah. Karena itu, kita ingin memberikan yang terbaik untuk bangsa ini melalui undang-undang yang mampu menjawab perubahan tersebut,” kata Yassierli.

Menurut Yassierli, perubahan tersebut antara lain tercermin dari semakin pentingnya penyiapan angkatan kerja, penguatan kompetensi, proses rekrutmen, perlindungan pekerja, hingga pengawasan ketenagakerjaan.

Aspek-aspek tersebut perlu menjadi bagian dari kerangka pelindungan ketenagakerjaan yang lebih komprehensif.

“Kalau dulu di dalam UU 13 Tahun 2003 tidak banyak bicara tentang pelatihan, sekarang dunia kerja sudah berubah. Kita ingin teman-teman yang mencari kerja memiliki kompetensi. Karena itu, penyiapan angkatan kerja juga menjadi bagian penting yang harus kita perhatikan,” ujarnya.

Yassierli menambahkan, pemerintah dan DPR saat ini terus membahas berbagai aspirasi yang disampaikan para pemangku kepentingan.

Pembahasan dilakukan secara intensif untuk menemukan rumusan norma yang dapat mengakomodasi kebutuhan ketenagakerjaan secara seimbang.

“Pemerintah dan DPR sebenarnya sudah satu hati yang sama. Tinggal bagaimana merumuskan aspirasi dari teman-teman itu dalam bentuk norma-norma terbaiknya. Itu yang kemudian menjadi tantangan kita,” katanya.

Ia menegaskan, aspirasi dari serikat pekerja, serikat buruh, maupun pemangku kepentingan lainnya menjadi bagian penting dalam proses pembahasan.

Menurutnya, penyampaian aspirasi dapat dilakukan melalui berbagai cara, termasuk melalui dialog sosial seperti yang dilakukan bersama KSPSI.

“Semoga kita sama-sama bisa menghadirkan undang-undang, bukan hanya undang-undang ketenagakerjaan, tetapi Undang-Undang Pelindungan Ketenagakerjaan yang lebih baik, lebih adil, dan memberikan kesejahteraan bagi seluruh pekerja di Indonesia,” pungkasnya.
