Sampang Public Prosecutor’s Office arrests 3 suspects in connection with alleged corruption in education funding procurement
The Public Prosecutor’s Office of Sampang District in Madura, East Java, has—through investigators from the Special Crimes Division—arrested three suspects on suspicion of corruption regarding the procurement of goods and services for the Sampang District Education Department during the 2024 fiscal year.
“On Thursday, August 27, 2026, the investigation team arrested three suspects on suspicion of corruption involving the procurement of goods and services for various secondary schools in the Sampang education district. This procurement was funded by the 2024 Special Allocation Fund and involved a sum of 7.5 billion rupiah,” stated Mochamad Iqbal, Head of the Sampang Public Prosecutor’s Office, speaking to the media on Friday, August 28, 2026.
The arrest of the three suspects followed an investigation by the team, which identified elements of unlawful conduct and sufficient preliminary evidence.
The three individuals have been remanded in custody at the Sampang Police detention center (Class IIB facility) under the authority of the Sampang Public Prosecutor’s Office. The three suspects are identified by the initials AT, MF, and MS.
“Suspect MF is the former head of the Sampang District Education Department. Suspect AT is the former division head within the same department. Suspect MS is a private citizen who also serves as the chairman of the East Java chapter of GAPENSI (Indonesian National Construction Contractors Association),” said Chief Prosecutor Iqbal of Sampang. The three individuals were arrested that day pursuant to an arrest warrant issued by the Chief Public Prosecutor of Sampang—reference number Prin-03/M.5.37/Fd.2/08/2026, dated August 27, 2026—targeting suspects AT, MF, and MS.
Investigators and accountants are currently still calculating the financial loss to the state in this case. However, preliminary estimates indicate that the financial loss to the state amounts to approximately 2.7 billion Indonesian rupiah.

“The estimated state losses, as calculated by our accountants and investigators, amount to 2.7 billion Indonesian rupiah. This is an ongoing process, so the figure could still rise or fall over time,” Iqbal explained.
The Sampang Public Prosecutor’s Office has not yet released details regarding the specifics of the case or the suspects’ alleged modus operandi. Iqbal stated that the technical aspects of the case would be fully explained during the subsequent legal proceedings, including the formal indictment.
Although three suspects have been named, the investigation into the case is certainly not yet concluded. The Sampang Public Prosecutor’s Office has kept open the possibility that other parties could be held accountable should new evidence come to light as the case develops. “We cannot rule out the possibility of other suspects,” he emphasized.
This statement indicates that investigators are continuing to examine the potential involvement of other parties in the tender or auction process concerning the Sampang education district’s secondary school project. This project was funded by the General Allocation Fund (DAU) and the Special Allocation Fund (DAK) for the 2024 fiscal year.

Kejari Sampang Tahan 3 Tersangka Dugaan Korupsi DAK Pendidikan
Kejaksaan Negeri Sampang, Madura, Jawa Timur, lewat penyidik pada bidang Pidana Khusus melakukan penahanan terhadap 3 (tiga) orang tersangka, atas dugaan korupsi pada pengadaan barang dan jasa di Dinas Pendidikan Kabupaten Sampang, Tahun Anggaran 2024.
“Kamis 27 Agustus 2026, tim penyidik melakukan penahanan terhadap tiga tersangka atas dugaan korupsi pengadaan barang dan jasa untuk sejumlah SMP pada Dinas Pendidikan Sampang, yang pembiyaannya bersumber dari Dana Alokasi Khusus Tahun 2024, senilai Rp.7,5 miiar,” ujar Kepala Kejaksaan Negeri Sampang, Mochamad Iqbal kepada awak media, Jumat, 28 Agustus 2026.
Penahanan terhadap ketiga tersangka ini dilakukan sehubungan dengan proses penyidikan yang dilakukan tim penyidik dan menemukan adanya unsur melawan hukum dan bukti permulaan yang cukup. Ketiganya dititipkan dan ditahan di Rutan Kelas IIB Sampamng sebagai tahanan penyidik Kejari Sampang.
Ada pun ketiga tersangka itu, masing-masing atas nama inisial tersangka AT, tersangka MF, dan tersangka MS.
“Tersangka MF adalah mantan Kepala Dias Pendidikan Kabupaten Sampang. Tersangka AT adalah mantan Kabid pada Dinas Pendidikan Sampang. Sedangkan tersangka MS adalah pihak swasta, yang juga dikenal sebagai Ketua GAPENSI Jawa Timur,” urai Kajari Sampang Iqbal.
Penahanan terhadap ketiganya hari itu berdasarkan Surat Perintah Penahanan Kajari Sampang, nomor Prin -03/ M.5.37/Fd.2/ 08/2026, tertanggal 27 Agustus 2026, untuk tersangka AT, tersangka MF dan tersangka MS.
Dalam perkara tersebut, penyidik bersama auditor masih melakukan penghitungan kerugian negara. Namun, berdasarkan estimasi sementara, dugaan kerugian keuangan negara telah mencapai sekitar Rp2,7 miliar.
“Untuk estimasi kerugian negara yang masih dihimpun teman-teman auditor dan penyidik sebesar Rp2,7 miliar. Ini masih dalam suatu proses, sehingga seiring berjalannya waktu bisa bertambah atau berkurang,” jelas Iqbal.
Kejari Sampang belum membeberkan secara rinci konstruksi perkara maupun dugaan modus yang dilakukan para tersangka. Iqbal menyatakan aspek teknis perkara akan dijelaskan secara lengkap dalam proses hukum berikutnya, termasuk melalui surat dakwaan.
Meski telah menetapkan tiga tersangka, penyidikan kasus ini dipastikan belum berhenti. Kejari Sampang membuka kemungkinan adanya pihak lain yang akan dimintai pertanggungjawaban apabila ditemukan bukti baru dalam pengembangan perkara. “Tidak menutup kemungkinan ada tersangka-tersangka lain,” tegasnya.
Pernyataan tersebut menjadi sinyal bahwa penyidik masih mendalami keterlibatan pihak lain dalam proyek tender atau lelang bidang SMP Dinas Pendidikan Sampang yang bersumber dari Dana Alokasi Umum (DAU) dan Dana Alokasi Khusus (DAK) Tahun Anggaran 2024.
Kajari Sampang Mochammad Iqbal meminta masyarakat memberikan ruang kepada penyidik untuk menuntaskan proses hukum secara profesional. Penyidikan akan terus dikembangkan berdasarkan alat bukti yang ditemukan. ***adh
