North Sumatra’s Revised 2026 Regional Budget Must Truly Benefit the Community
The North Sumatra provincial government has ensured that the revised regional budget (APBD) for 2026 will be allocated to programs that genuinely benefit the community.
This commitment was a key point in the North Sumatra Governor’s response to the general views expressed by the various factions within the North Sumatra Regional House of Representatives (DPRD).

North Sumatra Deputy Governor Surya delivered this response during a plenary session of the North Sumatra Provincial DPRD at the DPRD building on Jalan Imam Bonjol, Medan, on Friday, August 28, 2026.
The response was part of the deliberations between the North Sumatra provincial government and the DPRD regarding the draft amendment to the North Sumatra provincial budget (P-APBD) for the 2026 fiscal year.
On that occasion, the North Sumatra provincial government addressed various viewpoints, input, questions, and comments from each faction. The provincial government took all these views into account when refining the revised APBD draft.
Surya stated that input from the North Sumatra Regional House of Representatives (DPRD) is crucial to ensuring that the formulated budget policy aligns with the community’s needs while simultaneously contributing to the achievement of regional development goals.

“The North Sumatra provincial government expresses its appreciation for all the views, suggestions, and input from the DPRD factions. This is a crucial part of the process of refining the revised regional budget for 2026 (P-APBD),” said Surya.
He stated that amendments to the APBD should focus on programs and activities that deliver tangible benefits to the community. The North Sumatra provincial government also remains committed to ensuring that budget management is carried out effectively, efficiently, transparently, and responsibly.
In its response, the North Sumatra provincial government also provided clarification on various issues that concerned the factions regarding regional revenue, regional expenditure, financing, and the implementation of development programs.
Surya emphasized that synergy between the executive and legislative branches is essential for constructive discussions on the revised regional budget for 2026 (P-APBD) and for creating a budget policy that serves the community’s interests.
“The government hopes that discussions on the revised regional budget for 2026 (P-APBD) can continue in an open and constructive manner, prioritizing the interests of the people of North Sumatra,” he said.
Meanwhile, Sutarto, Deputy Speaker of the North Sumatra Regional House of Representatives (DPRD), stated that following the North Sumatra provincial government’s response to the factions’ views on the draft regional regulation (Ranperda) for the 2026 revised regional budget (P-APBD), the next step will be a plenary session of the North Sumatra Provincial DPRD.
The plenary session is scheduled for September 10, 2026. The agenda includes the presentation of the final positions of the factions within the DPRD. Subsequently, a joint decision-making process will take place between the DPRD and the North Sumatra provincial government regarding the draft revised regional budget (RPBD) for 2026.

P-APBD 2026 Sumatera Utara Harus Beri Manfaat Nyata bagi Masyarakat
Pemerintah Provinsi (Pemprov) Sumatera Utara (Sumut) memastikan perubahan APBD Tahun Anggaran 2026 diarahkan untuk program yang memberikan manfaat nyata bagi masyarakat.
Komitmen tersebut menjadi salah satu poin utama dalam jawaban Gubernur Sumut atas pemandangan umum fraksi-fraksi DPRD Sumut.
Wakil Gubernur (Wagub) Sumut Surya menyampaikan jawaban tersebut dalam Rapat Paripurna DPRD Provinsi Sumut di Gedung DPRD Sumut, Jalan Imam Bonjol, Medan, Jumat, 28 Agustus 2026.
Penyampaian jawaban tersebut merupakan bagian dari tahapan pembahasan Rancangan Perubahan Anggaran Pendapatan dan Belanja Daerah (P-APBD) Provinsi Sumut Tahun Anggaran 2026 antara Pemprov Sumut dan DPRD Sumut.
Dalam kesempatan itu, Pemprov Sumut memberikan tanggapan atas berbagai pandangan, masukan, pertanyaan, serta catatan yang disampaikan masing-masing fraksi. Seluruh pandangan tersebut menjadi perhatian Pemprov Sumut dalam proses penyempurnaan rancangan perubahan APBD.
Surya mengatakan, masukan dari DPRD Sumut penting untuk memastikan kebijakan anggaran yang disusun dapat menjawab kebutuhan masyarakat sekaligus mendukung pencapaian target pembangunan daerah.
“Pemerintah Provinsi Sumatera Utara menyampaikan apresiasi atas seluruh pandangan, saran, dan masukan yang disampaikan oleh fraksi-fraksi DPRD Sumatera Utara. Hal tersebut menjadi bagian penting dalam proses penyempurnaan P-APBD Tahun Anggaran 2026,” ujar Surya.
Menurutnya, perubahan APBD harus diarahkan pada program dan kegiatan yang memiliki manfaat nyata bagi masyarakat. Pemprov Sumut juga terus berupaya memastikan pengelolaan anggaran dilakukan secara efektif, efisien, transparan, dan akuntabel.
Dalam jawaban tersebut, Pemprov Sumut turut memberikan penjelasan terhadap sejumlah isu yang menjadi perhatian fraksi, baik yang berkaitan dengan pendapatan daerah, belanja daerah, pembiayaan, maupun pelaksanaan program pembangunan.
Surya menegaskan, sinergi antara eksekutif dan legislatif sangat diperlukan agar pembahasan P-APBD 2026 dapat berjalan secara konstruktif dan menghasilkan kebijakan anggaran yang berpihak pada kepentingan masyarakat.
“Pemerintah berharap pembahasan P-APBD Tahun Anggaran 2026 dapat terus dilakukan secara terbuka, konstruktif, dan mengedepankan kepentingan masyarakat Sumatera Utara,” katanya.
Sementara itu, Wakil Ketua DPRD Sumut Sutarto menyampaikan, setelah Pemprov Sumut memberikan jawaban atas pandangan fraksi-fraksi terhadap Ranperda P-APBD Provinsi Sumut Tahun Anggaran 2026, tahapan selanjutnya akan dilanjutkan melalui Rapat Paripurna DPRD Provinsi Sumut.
Rapat Paripurna tersebut dijadwalkan pada 10 September 2026 dengan agenda penyampaian pendapat akhir fraksi-fraksi DPRD Provinsi Sumut. Selanjutnya, dilakukan pengambilan keputusan bersama antara DPRD Provinsi Sumut dan Pemprov Sumut terhadap Rancangan P-APBD Sumut Tahun Anggaran 2026.
