Ministry of Manpower Proposes Strengthening ASEAN Guidelines on Inclusive Employment
The Ministry of Manpower (Kemnaker) has proposed strengthening the ASEAN guidelines on inclusive employment by introducing indicators capable of measuring the implementation of inclusivity in the workplace.
Indah Anggoro Putri, the Ministry of Manpower’s Director General of Industrial Relations and Social Security, stated that Indonesia views the Guidelines on Promoting Inclusive Employment for Persons with Disabilities as a vital tool for reinforcing the implementation of inclusive employment principles across ASEAN nations.

“These guidelines are crucial for ensuring that inclusive employment principles can be effectively implemented and yield benefits for diverse groups of workers,” Indah said during the ASEAN Employment Forum in Bangkok, Thailand.
Indah expressed her appreciation for the Vietnam-Japan project, which focuses on implementing the guidelines by—among other things—identifying barriers to employment access, improving reasonable accommodations, and enhancing workplace accessibility for diverse groups of workers.
According to her, the effectiveness of the guidelines could be bolstered by incorporating indicators that help employers measure the implementation of inclusivity across various aspects of employment, ranging from recruitment and career development to staff retention and employee participation.
“These guidelines must also take into account tripartite cooperation mechanisms, ensuring that the government, employers, and workers’ organizations play a role in monitoring the implementation of inclusive employment practices,” she said.
Indah believes that the guidelines have the potential to become a shared reference framework for ASEAN countries in building an inclusive and resilient labor market amidst changing labor market conditions.
“Indonesia is ready to contribute to and further strengthen this cooperation in the spirit of mutual learning, ASEAN solidarity, and South-South and Triangular Cooperation (SSTC),” she concluded. ***rel
Kemnaker Usulkan Penguatan Pedoman Kesempatan Kerja Inklusif ASEAN
Kementerian Ketenagakerjaan (Kemnaker) mengusulkan penguatan pedoman kesempatan kerja inklusif di kawasan ASEAN melalui indikator yang dapat membantu mengukur penerapan inklusivitas di tempat kerja.
Direktur Jenderal Hubungan Industrial dan Jaminan Sosial Kemnaker Indah Anggoro Putri mengatakan, Indonesia memandang Guideline to Promote Inclusive Employment for Persons with Disabilities sebagai instrumen penting untuk memperkuat penerapan prinsip kesempatan kerja inklusif di negara-negara ASEAN.
“Pedoman ini penting untuk memastikan prinsip kesempatan kerja inklusif dapat diterapkan secara nyata dan memberikan manfaat bagi beragam kelompok pekerja,” ujar Indah dalam forum ketenagakerjaan ASEAN di Bangkok, Thailand.
Indah mengapresiasi proyek Vietnam-Jepang yang menitikberatkan pada implementasi pedoman, antara lain melalui identifikasi hambatan dalam mengakses pekerjaan, pengu atan akomodasi yang layak, dan peningkatan aksesibilitas tempat kerja bagi beragam kelompok pekerja.
Menurutnya, efektivitas pedoman dapat diperkuat dengan memasukkan indikator yang membantu pengusaha mengukur penerapan inklusivitas dalam berbagai aspek ketenagakerjaan, mulai dari perekrutan, pengembangan karier, retensi, hingga partisipasi pekerja.
“Pedoman ini juga perlu mempertimbangkan mekanisme kerja sama tripartit agar pemerintah, pengusaha, dan organisasi pekerja memiliki peran dalam memantau penerapan praktik ketenagakerjaan yang inklusif,” katanya.
Indah meyakini pedoman tersebut berpotensi menjadi referensi bersama bagi negara-negara ASEAN dalam membangun pasar tenaga kerja yang inklusif dan tangguh menghadapi perubahan dunia kerja.
“Indonesia siap berkontribusi dan semakin memperkuat kerja sama ini dalam semangat saling belajar, solidaritas ASEAN, serta South-South and Triangular Cooperation (SSTC),” pungkasnya. ***rel
