Ministry of Manpower Emphasizes Worker Protection in Kendal and Batang Industrial Estates

 

The Ministry of Manpower (Kemnaker) has inspected nine companies within the Kendal and Batang industrial estates in Central Java regarding various issues related to labor standards and occupational safety and health (K3).

These special labor standard inspections were conducted by the Directorate General of Labor Inspection and Occupational Safety and Health (Binwasnaker & K3) at six companies in the Kendal Industrial Estate (KIK) and three companies in the Batang Industrial Estate. The inspections covered document compliance, regulatory implementation, and actual workplace conditions.

Ismail Pakaya, the Director General of Binwasnaker & K3 at the Ministry of Manpower, emphasized that the growth of industrial estates must be accompanied by enhanced worker protection.

“Investment and job creation must go hand in hand with upholding workers’ rights and creating a safe and healthy work environment,” Ismail stated in a press release issued by the Ministry of Manpower’s Public Relations Bureau on Wednesday, September 30, 2026.

Regarding labor standards, the majority of the companies complied with a number of basic worker rights, including employment contracts, worker social security schemes (BPJS Ketenagakerjaan and BPJS Kesehatan), and the reporting of working conditions. However, issues remain regarding the accuracy of overtime calculations and compliance with the obligation concerning the employment of foreign workers (TKA).

Regarding occupational health and safety standards (K3), companies have generally installed personal protective equipment (PPE) and safety signage in production areas. Improvements are still needed in areas such as the regular inspection and testing of equipment, ensuring the competence of K3 personnel, and the readiness of emergency facilities and infrastructure.

Ismail stated that labor inspections aim not only to identify issues but also to ensure actual and sustainable improvements.

“Upon finding non-compliance, the Labor Inspectorate will issue an inspection report so that company management can take corrective measures in accordance with legal provisions,” he said.

This special inspection falls under the Minister of Manpower Regulation No. 11 of 2026 regarding labor inspection procedures. The inspection is conducted using a risk-based approach, taking into account vulnerability maps, potential hazards, and the company’s level of compliance.

“We want to ensure that industrial areas in Central Java grow not only in terms of investment and production but also in terms of compliance with labor laws. Workers must be protected by occupational health and safety standards (K3), as they are an essential factor in the sustainability of industrial operations,” Ismail said. ***rel

Kementerian Ketenagakerjaan (Kemnaker) memeriksa sembilan perusahaan di Kawasan Industri Kendal dan Kawasan Industri Batang, Jawa Tengah, dengan sejumlah catatan pada aspek norma kerja dan keselamatan dan kesehatan kerja (K3).

Direktur Jenderal Binwasnaker dan K3 Kemnaker Ismail Pakaya menegaskan bahwa pertumbuhan kawasan industri harus diikuti penguatan pelindungan ketenagakerjaan.

“Investasi dan penciptaan lapangan kerja perlu berjalan seiring dengan pemenuhan hak-hak pekerja serta terciptanya lingkungan kerja yang aman dan sehat,” ujar Ismail melalui siaran pers Biro Humas Kemnaker, Rabu, 30 September 2026.

Pada aspek Norma Kerja, mayoritas perusahaan telah memenuhi sejumlah hak mendasar pekerja, antara lain dokumen hubungan kerja, kepesertaan BPJS Ketenagakerjaan dan BPJS Kesehatan, serta pelaporan ketenagakerjaan.

Catatan masih ada pada akurasi perhitungan upah lembur dan pemenuhan kewajiban penggunaan tenaga kerja asing (TKA).

Pada aspek Norma K3, perusahaan secara umum telah menyediakan alat pelindung diri (APD) dan rambu keselamatan di area produksi. Peningkatan masih diperlukan pada pemeriksaan dan pengujian peralatan secara berkala, pemenuhan kompetensi personel K3, serta kesiapan sarana dan prasarana tanggap darurat.

Ismail menyampaikan, pengawasan ketenagakerjaan tidak hanya berorientasi pada temuan, tetapi juga memastikan perbaikan yang nyata dan berkelanjutan.

“Terhadap temuan ketidakpatuhan, Pengawas Ketenagakerjaan akan menerbitkan Nota Pemeriksaan agar manajemen perusahaan mengambil langkah perbaikan sesuai dengan ketentuan peraturan perundang-undangan,” katanya.

Pemeriksaan khusus ini mengacu pada Peraturan Menteri Ketenagakerjaan Nomor 11 Tahun 2026 tentang Tata Cara Pengawasan Ketenagakerjaan. Pengawasan dilakukan dengan pendekatan berbasis risiko, dengan mempertimbangkan peta kerawanan, potensi bahaya, dan tingkat kepatuhan perusahaan.

“Kami ingin memastikan kawasan industri di Jawa Tengah tumbuh tidak hanya dari sisi investasi dan produksi, tetapi juga dari sisi kepatuhan ketenagakerjaan. Pekerja harus mendapatkan pelindungan Norma Kerja dan Norma K3 karena pekerja merupakan aset penting bagi keberlanjutan kegiatan industri,” kata Ismail. ***rel
