Ministry of Labor and Sampoerna strengthen synergy to achieve good industrial relations practices in Pancasila
Ministry of Manpower (Kemnaker) together with PT HM Sampoerna Tbk. strengthening synergy in realizing good practices in Pancasila Industrial Relations through the Pilar Bangsa Synergy activities in Surabaya, East Java.
In his virtual remarks, Labor Minister Yassierli praised the cooperation between the government, business and workers in strengthening labor relations and increasing the competitiveness of Indonesia’s workforce.

According to the Minister of Manpower, one form of cooperation is organizing further training and retraining for employees affected by layoffs and for job seekers. This step is important to equip the workforce with new competencies so that they remain relevant to the needs of the ever-evolving working world.
“Upskilling and reskilling is key to ensuring workers remain relevant to the changing needs of the working world. Competence becomes capital to open employment and new businesses,” said the Manpower Minister.
The Minister of Manpower emphasized that increasing the competence of the workforce must be accompanied by strengthening industrial relations to create a productive, resilient and competitive industry. In line with this, the Ministry of Industrial Relations has developed five levels of industrial relations maturity, namely Level 1 (Fragmented), Level 2 (Compatible), Level 3 (Harmonious), Level 4 (Proactive) and Level 5 (Transformative).
At the highest level, companies can not only build harmonious relationships with unions, but also work together to create an industrial ecosystem that is strong, sustainable and resilient in the face of various challenges.
“The spirit is to build industrial resilience through cross-sectoral cooperation. I hope that this activity will become a model for strengthening the synergy of the three pillars – government, business and workers – and inspire other companies to implement good practices of Pancasila Industrial Relations,” the Minister of Manpower said.
Meanwhile, the director of PT HM Sampoerna Tbk., Rianto Probo Hartono, said his party supports the implementation of training initiated by the Ministry of Labor for 150 workers affected by layoffs and job seekers. This program is a continuation of the collaboration between Sampoerna, the Ministry of Labor and local governments that started in 2025.

In the future, Sampoerna hopes that this collaboration can be expanded by increasing the number of training participants to 1,130 people, so that more workers affected by layoffs and job seekers will acquire more skills.
“Collaboration between government, business and workers is key to strengthening national industrial relations. We hope this synergy will bring broader benefits to society and support the realization of a Golden Indonesia 2045,” he said.
As a symbol of the start of the Synergy Pillars of the Nation series of activities, attributes were handed over to the training participants, a book on the application of Pancasila Industrial Relations based on the Three Hands philosophy, as well as the sounding of a gong by Member of Committee IX DPR RI Indah Kurnia, Director General of Industrial Relations Development and Employment Social Security Indah Anggoro Putri, and Director of PT HM Sampoerna Tbk., Rianto Probo Hartono.

In addition to upskilling and reskilling training, this activity also presented a talk show on the theme “Internalization of Panca Sila and harmonious, productive and transformative labor relations” with resource persons from the Ministry of Labor, Pancasila Ideology Development Agency, Airlangga University, PT HM Sampoerna Tbk., and PP FSP RTMM SPSI. ***REL
