Medan City Council Voices Sharp Criticism: PKPCKTR Agency Urged to Respond Promptly to Reports of Buildings Lacking Permits
Rommy Van Boy, a member of Commission IV of the Medan City Council (DPRD), has leveled sharp criticism at the performance of the Medan City Housing, Settlements, Public Works, and Spatial Planning Agency (PKPCKTR) regarding the rampant construction of buildings without valid building permits.
Rommy voiced this criticism during a meeting with the Mayor of Medan and various regional government agencies (OPD) at Medan City Hall on Monday, October 19, 2026.

The Golkar Party politician argued that the agency’s sluggish response to reports of buildings allegedly lacking permits created the impression that the DPRD’s oversight function was not operating effectively.
“The slow response from the PKPCKTR agency makes it appear as though our oversight—as the Medan DPRD—is inadequate. We have repeatedly brought this to the attention of the agency head, yet no follow-up action has been taken,” Rommy stated pointedly.
Refuting Allegations and Demanding Immediate Action
Rommy also addressed rumors linking him to alleged intermediaries involved in the proliferation of buildings constructed without permits.
He demanded that the PKPCKTR agency take immediate action against any structures proven to be in violation of permitting requirements.

“If there is truly no permit, take action immediately. What are you waiting for? Do not let your (PKPCKTR) silence allow this to turn into a wild rumor within the community. I have been a victim myself—approached with the suggestion that I accept money. I want to emphasize that this never happened. I am insisting on action against all buildings that violate permit regulations, without exception. If I were ‘playing a game,’ I wouldn’t have been angry with the head of the Medan PKPCKTR office during our previous meeting,” he stated.
He explained that the Regional House of Representatives (DPRD) holds a supervisory role and can provide recommendations regarding issues that arise within the community.
However, the implementation of policy and administrative enforcement fall under the authority of the city government, carried out through the relevant regional agency.
“If you claim that I received money, where would it have come from? I have no authority over PBG (building approval) permits; our role is strictly oversight. That is why I instructed the Medan City PKPCKTR office not to remain silent, but to take action against all violations. If you don’t believe me, ask them directly whether they ever gave me any money. Strengthen coordination with the Medan City Public Order Agency (Satpol PP) to ensure that enforcement proceeds smoothly. If we fail to intervene, the problem of illegal construction will spread once again—and I fear that, in the end, the council members will be the ones blamed,” he explained. Citizens urged to take immediate action.

Rommy also pointed to buildings that reportedly lack a PBG (Building Management and Construction) permit, yet remain standing with no action taken. He noted that reports submitted to the PKPCKTR office have not yielded the expected response.
“We are not claiming that the head of the Medan PKPCKTR office is ‘slacking off’ regarding the current rampant illegal construction, but the public is questioning why this is being permitted. We have submitted numerous reports, yet the Medan PKPCKTR office has failed to respond. This demonstrates that the City Council is doing its utmost to monitor the situation and support the community,” he stated.
According to Rommy, reports must be taken seriously to prevent the issue of illegal construction from escalating into a public controversy. He also called for improved collaboration with the Medan Public Order Agency (Satpol PP) to ensure more effective enforcement against violations.
Support for performance evaluation of department heads
In this regard, Rommy supports the Mayor of Medan’s plan to evaluate the performance of department heads, including those responsible for matters related to PBG (Building Management and Construction).

“Department heads are appointed to support the community and accelerate the mayor’s development program for Medan. Therefore, the mayor is obligated to evaluate these department heads—including those in the PKPCKTR department—if they fail to collaborate effectively or create synergy. The mayor has previously indicated that he has received numerous reports from the public regarding the PBG (Building Approval Permit), which shows that these complaints have reached him. This confirms that the mayor is aware of his staff’s performance; we therefore support an immediate evaluation, which should also address the high costs incurred for consultants,” he concluded.
Rommy hopes that the evaluation will lead to better performance by regional government agencies, a faster follow-up on reports from the public, and a consistent, non-discriminatory approach toward buildings that violate regulations. ***rel
Kritik Tajam DPRD Medan: Dinas PKPCKTR Diminta Respons Cepat Laporan Bangunan Tanpa PBG
Laporan Warga Diminta Segera Ditindaklanjuti
Dukung Evaluasi Kinerja Kepala Dinas
***rel
