FOSIL BKMI Binjai officially established, ready to promote professional mosque management
The Binjai City chapter of the Indonesian Mosque Welfare Forum (FOSIL BKMI) was officially established during a joint meeting between the mandate holders and the FOSIL BKMI North Sumatra Regional Leadership Council (DPW) on Sunday, September 27, 2026.
During the meeting, Tengku Kamarul Zaman was unanimously appointed as Chairman of FOSIL BKMI Binjai City, with Ariffani, SH, MH serving as Secretary and Antasari, SH as Treasurer.

The gathering took place in a relaxed, friendly atmosphere while remaining serious and goal-oriented. Several strategic agenda items were discussed, including institutional strengthening, waqf (endowment) management, guidelines for the Mosque Welfare Council (BKM), and professional mosque management in Binjai City.
FOSIL BKMI encouraged to accelerate programs in Binjai City
Lukman Hakim, SE, representing FOSIL BKMI North Sumatra, stated that the establishment of FOSIL BKMI Binjai City is crucial for accelerating the implementation of FOSIL BKMI’s vision and mission in North Sumatra.
“FOSIL BKMI North Sumatra is very enthusiastic about the immediate establishment of a governing board in Binjai City. The appointed representative is expected to immediately develop the board’s organizational structure,” said Lukman.
He explained that the establishment of the board is also linked to the outcomes of a meeting between FOSIL BKMI and the Mayor of Binjai, H. Amir Hamzah. The mayor expressed the hope that FOSIL could contribute to accelerating the processing of waqf (endowment) deeds and enhancing the capacity of the BKM (Mosque Management Bodies) in Binjai.
“We hope FOSIL can help train the BKM in Binjai so that they can manage the mosques properly, effectively, and professionally,” he said.

Starting point: Concerns regarding the Great Mosque of Binjai
Meanwhile, Ariffani, SH, MH—one of the individuals tasked with establishing FOSIL BKMI Binjai—explained that the organization’s creation was inextricably linked to a series of meetings and discussions concerning the state of the Great Mosque of Binjai.
Before being commissioned to set up the management body, Ariffani—along with various stakeholders involved in the situation surrounding the Great Mosque of Binjai—held several meetings with T. Zulkifli Hamzah, T. Ariefadillah, Lukman Hakim, Abdul Rahman, T. Karamul Zaman, and other prominent figures from the Binjai community.
According to Ariffani, one of the key areas requiring attention is the state of the nazir (waqf administrator) board of the Binjai Grand Mosque; the board currently needs improvement, as only one active member remains.
“We have undertaken various activities in Binjai, including a meeting with the Binjai District Office of Religious Affairs (KUA), an audience with the North Sumatra BWI (Indonesian Waqf Board), and a meeting with the nazir of the Binjai Grand Mosque. Through these processes, we obtained documents in the form of a waqf title deed and a replacement waqf pledge,” stated Ariffani.
He added that these activities led to the conclusion that a forum was needed to resolve various issues regarding waqf and mosque management in an organized manner.
“Therefore, we concluded that establishing the Binjai City FOSIL BKMI is necessary to resolve various issues related to waqf and mosque management,” said Ariffani, who is also a lawyer.
Binjai Municipality prepares secretariat support
During the meeting, a report was also presented regarding the outcome of the audience held between the North Sumatra FOSIL BKMI—the body initiating the establishment of the Binjai City FOSIL BKMI—and the Binjai municipal government.
The report stated that the Mayor of Binjai, H. Amir Hamzah, had pledged support in the form of secretariat facilities for FOSIL BKMI Binjai City, to be located in the Binjai MTQ building. In addition, the Binjai municipality provided support for a program to accelerate the management of mosque waqf (endowments) and for a training program on professional mosque management.

Tengku Kamarul Zaman, the elected chairman of FOSIL BKMI Binjai City, stated that the FOSIL BKMI North Sumatra program aligns with the concerns and initiatives of the Langkat Sultanate descendants in Binjai, particularly regarding the promotion of improvements to mosque naziran (endowment management).
“We are pleased with the FOSIL BKMI North Sumatra program, as it aligns with the vision and mission of the Langkat Sultanate. We want mosque management—particularly that of the Great Mosque of Binjai—to be established and run professionally,” stated T. Kamarul Zaman.
He also shared his perspective on the history of the Great Mosque of Binjai, noting its connection to the Langkat Sultanate.
“The Great Mosque of Binjai is part of the history of the Langkat Sultanate. Therefore, we ask the Binjai municipal government to acknowledge this and make its care a joint responsibility,” he said.
FOSIL BKMI needs to establish productive enterprises
Following presentations by the designated representatives Ariffani and T. Kamarul Zaman, the meeting continued with comments and input from various participants, including T. Ariefadillah, M. Sya’i, T. Abdul Rahman, and H. Joidi, SE, representing FOSIL BKMI Central.

H. Joidi emphasized the importance of establishing productive economic enterprises to support the sustainability of the organization’s programs.
“FOSIL BKMI needs to have a productive economic enterprise to support its program. Otherwise, the FOSIL program cannot operate,” he stressed.
He cited the example of the FOSIL BKMI Medan Denai Rice Field Waqf program, which has already yielded multiple harvests and used the proceeds to help the poor.
“This is a form of productive enterprise. If possible, Binjai should also establish a similar program,” he said.

The Chairman of FOSIL BKMI North Sumatra, H. Syahlan Zuhri Nasution, hopes that the formation of the FOSIL BKMI Binjai City board will soon be followed by concrete actions and programs.
“We hope that with the formation of the FOSIL BKMI Binjai board, concrete programs and steps will be implemented immediately. The city of Binjai is fortunate to enjoy the support of Mr. H. Amir Hamzah, the Mayor of Binjai. This support must be utilized positively and actively and should not go to waste,” he emphasized.
He added that improvements to management could be addressed gradually and should not hinder the immediate implementation of programs.
“If management requires improvement, that is certainly possible. However, it must not become an obstacle to taking action and building a good, professional mosque,” he said.

FOSIL BKMI Kota Binjai Resmi Terbentuk, Siap Dorong Pengelolaan Masjid Profesional
Forum Silaturahmi dan Komunikasi Badan Kemakmuran Masjid Indonesia (FOSIL BKMI) Kota Binjai resmi terbentuk melalui rapat bersama antara penerima mandat pembentukan kepengurusan dengan DPW FOSIL BKMI Sumatera Utara, Minggu, 27 September 2026.
Dalam rapat tersebut, secara aklamasi disepakati Tengku Kamarul Zaman sebagai Ketua yang akan menakhodai FOSIL BKMI Kota Binjai, Ariffani, SH, MH sebagai Sekretaris, dan Antasari, SH sebagai Bendahara.
Pertemuan berlangsung dalam suasana santai, kekeluargaan, namun tetap serius dan terarah, dengan membahas sejumlah agenda strategis terkait penguatan kelembagaan, pengelolaan wakaf, pembinaan Badan Kemakmuran Masjid (BKM), serta pengelolaan masjid secara profesional di Kota Binjai.
FOSIL BKMI Didorong Percepat Program di Kota Binjai
Lukman Hakim, SE yang mewakili FOSIL BKMI Sumatera Utara mengungkapkan, pembentukan FOSIL BKMI Kota Binjai memiliki arti penting dalam mendukung percepatan implementasi visi dan misi FOSIL BKMI di Sumatera Utara.
“FOSIL BKMI Sumut sangat antusias agar di Kota Binjai segera terbentuk kepengurusan. Penerima mandat diharapkan segera menyusun struktur organisasi kepengurusan,” ujar Lukman.
Ia mengatakan, pembentukan kepengurusan tersebut juga berkaitan dengan hasil audiensi FOSIL BKMI dengan Wali Kota Binjai H. Amir Hamzah, yang antara lain menyampaikan harapan agar FOSIL dapat berpartisipasi dalam percepatan pengurusan akta wakaf serta membantu meningkatkan kapasitas BKM di Kota Binjai.
“Kami berharap FOSIL dapat membantu melatih BKM di Kota Binjai agar mampu melakukan pengelolaan masjid secara baik, efektif dan profesional,” katanya.
Berawal dari Kepedulian terhadap Masjid Raya Binjai
Sementara itu, Ariffani, SH, MH, salah satu penerima mandat pembentukan FOSIL BKMI Kota Binjai menjelaskan, pembentukan organisasi tersebut tidak terlepas dari rangkaian pertemuan dan pembahasan mengenai kondisi Masjid Raya Binjai.
Sebelum menerima mandat pembentukan kepengurusan, Ariffani bersama sejumlah tokoh yang memiliki perhatian terhadap keberadaan Masjid Raya Binjai telah melakukan beberapa kali pertemuan dengan T. Zulkifli Hamzah, T. Ariefadillah, Lukman Hakim, Abdul Rahman, T. Karamul Zaman, dan tokoh-tokoh masyarakat Binjai lainnya.
Menurut Ariffani, salah satu persoalan yang menjadi perhatian adalah kondisi kepengurusan kenaziran Masjid Raya Binjai yang saat ini memerlukan pembenahan karena hanya tersisa satu orang pengurus yang masih aktif.
“Kami telah melakukan beberapa kegiatan di Kota Binjai, antara lain bertemu dengan KUA Kecamatan Binjai, audiensi dengan BWI Sumatera Utara, serta bertemu dengan Nazir Masjid Raya Binjai. Dari proses tersebut kami memperoleh dokumen berupa Sertifikat Hak Wakaf dan Ikrar Wakaf Pengganti,” kata Ariffani.
Ia menambahkan, dari rangkaian kegiatan tersebut muncul kesimpulan bahwa diperlukan sebuah wadah yang dapat membantu menyelesaikan berbagai persoalan terkait wakaf dan pengelolaan masjid secara terorganisasi.
“Karena itu, kami berkesimpulan bahwa untuk membantu menyelesaikan berbagai persoalan wakaf dan pengelolaan masjid, perlu dibentuk FOSIL BKMI Kota Binjai,” ujar Ariffani yang juga berprofesi sebagai advokat.
Pemko Binjai Siapkan Dukungan Sekretariat
Dalam rapat tersebut juga disampaikan laporan mengenai hasil audiensi antara FOSIL BKMI Sumatera Utara dan penerima mandat pembentukan FOSIL BKMI Kota Binjai dengan Pemerintah Kota Binjai.
Dalam laporan tersebut disampaikan bahwa Wali Kota Binja, H. Amir Hamzah memberikan dukungan berupa fasilitas sekretariat bagi FOSIL BKMI Kota Binjai di Gedung MTQ Binjai.
Selain itu, Pemko Binjai juga memberikan dukungan terhadap program percepatan pengurusan wakaf masjid serta program pelatihan manajemen pengelolaan masjid secara profesional.
Ketua FOSIL BKMI Kota Binjai terpilih, Tengku Kamarul Zaman, menyampaikan bahwa program FOSIL BKMI Sumatera Utara sejalan dengan perhatian dan program yang akan dilakukan oleh Zuriat Kesultanan Langkat di Binjai, khususnya dalam mendorong pembenahan kenaziran masjid.
“Kami senang dengan program FOSIL BKMI Sumut karena sejalan dengan visi dan misi Zuriat Kesultanan Langkat. Kami ingin agar kenaziran masjid, khususnya Masjid Raya Binjai, dapat dibentuk dan dikelola secara profesional,” ujar T. Kamarul Zaman.
Ia juga menyampaikan pandangannya mengenai sejarah Masjid Raya Binjai yang menurutnya memiliki keterkaitan dengan Kesultanan Langkat.
“Masjid Raya Binjai adalah bagian dari sejarah Kesultanan Langkat. Karena itu kami meminta kepada Pemko Binjai agar hal tersebut dapat direalisasikan dan menjadi perhatian bersama,” katanya.
FOSIL BKMI Harus Membangun Usaha Produktif
Setelah laporan dari Ariffani dan T. Kamarul Zaman selaku penerima mandat, rapat dilanjutkan dengan tanggapan dan masukan dari sejumlah peserta, di antaranya T. Ariefadillah, M. Sya’i, T. Abdul Rahman, serta H. Joidi, SE, yang mewakili FOSIL BKMI Pusat.
H. Joidi menekankan pentingnya membangun usaha ekonomi produktif sebagai salah satu sumber pendukung keberlangsungan program organisasi.
“FOSIL BKMI harus memiliki usaha ekonomi produktif untuk menopang programnya. Kalau tidak, program FOSIL tidak akan bisa berjalan,” tegasnya.
Ia mencontohkan program Wakaf Sawah FOSIL BKMI Medan Denai yang telah beberapa kali melaksanakan panen dan hasilnya dimanfaatkan untuk membantu masyarakat miskin.
“Ini salah satu bentuk usaha produktif. Kalau bisa, Binjai juga membangun program seperti itu,” ujarnya.
Pengurus Resmi Dikukuhkan Secara Simbolis
Rapat kemudian ditutup dengan pemasangan Pin FOSIL BKMI kepada pengurus yang telah dipercaya memimpin FOSIL BKMI Kota Binjai, yaitu:

· Sekretaris: Ariffani, SH, MH
· Bendahara: Antasari, SH
Ketua FOSIL BKMI Sumatera Utara, H. Syahlan Zuhri Nasution berharap, terbentuknya kepengurusan FOSIL BKMI Kota Binjai segera diikuti dengan gerakan dan program nyata.
“Kami berharap dengan terbentuknya kepengurusan FOSIL BKMI Binjai ini, gerak dan langkah program nyata harus segera dilakukan. Kota Binjai beruntung mendapatkan dukungan dari Bapak H. Amir Hamzah selaku Wali Kota Binjai. Dukungan ini harus diterima secara positif dan aktif, jangan disia-siakan,” tegasnya.
Ia menambahkan, persoalan penyempurnaan kepengurusan dapat dilakukan secara bertahap dan tidak seharusnya menjadi hambatan untuk segera menjalankan program.
“Kalau soal kepengurusan nanti perlu diperbaiki, tentu bisa diperbaiki. Akan tetapi jangan sampai menjadi kendala untuk berbuat dan membangun masjid yang baik serta profesional,” katanya.
Pertemuan tersebut dihadiri antara lain H. Syahlan Zuhri Nasution, Tengku Kamarul Zaman, Ariffani, MH, Lukman Hakim, Antasari, SH, T. Ariefadillah, T. Abdul Rahman, Surya Herdiansyah, M. Sya’i, S.Pd., Nasution (Sekum), H. Joidi, SE, dan Syaifuddin Zuhri. Kegiatan kemudian ditutup dengan doa, ramah tamah, dan makan bersama.
Dengan terbentuknya FOSIL BKMI Kota Binjai, diharapkan sinergi antara pengurus masjid, masyarakat, pemerintah, lembaga wakaf, dan berbagai elemen umat dapat semakin diperkuat untuk mendorong pengelolaan masjid yang tertib, profesional, produktif, dan bermanfaat bagi masyarakat. ***rel
