Doctorate Awarded: Sutrisno Margi Utomo Presents New Concept for Settlement Fines, Published as a Book
The Chief Public Prosecutor of the Badung District, Bali, Dr. Sutrisno Margi Utomo, S.H., M.H., officially received his doctorate in law from the Faculty of Law at Hasanuddin University in Makassar on Friday, July 24, 2026, following the successful defense of his dissertation entitled “Revision of Settlement Fines in Economic Crimes from a Dominus Litis Perspective.”
As a contribution to the development of law enforcement knowledge and practice in Indonesia, the results of this research have also been published in book form. It serves as an academic reference work and study material for law enforcement officers, legal practitioners, and the public.

This dissertation examines the necessity of revising the regulations regarding settlement fines in economic crimes to achieve more effective law enforcement, provide legal certainty, and optimize the recovery of state losses.
This research emphasizes the importance of strengthening the authority of public prosecutors as bearers of the dominus litis principle in the handling of economic crimes, while preserving the values of Pancasila: justice, effectiveness, and legal certainty.
One of the innovations in this thesis is the concept of revising the regulations regarding settlement fines through a more comprehensive formulation of definitions of economic crimes and settlement fines, establishing the classifications of economic crimes that can be handled via the settlement fine mechanism, including corruption committed by companies.
It also proposes standardizing the amount of the settlement fine at 200 percent of state losses or based on calculations by economic experts for cases that harm the state budget.

This thesis also proposes strengthening the position of public prosecutors through specific regulations regarding economic crimes in the legislative reform.
It is hoped that the results of this research will lead to ideas for legislative reforms that can strengthen the legal system for economic crimes in Indonesia, increase the effectiveness of recovering state damages, and yield the greatest benefits for society and national development. ***adh
