Data integration across agencies improves the quality of employment services

 

The Ministry of Manpower (Kemnaker) continues to strengthen data integration across various agencies to improve the quality of employment services while simultaneously supporting data-driven policy development.

This move is part of the ministry’s digital transformation aimed at addressing challenges arising from developments in artificial intelligence (AI), automation, and the “Society 5.0” era, all of which are radically changing the labor landscape.

Anwar Sanusi, Head of the Ministry of Manpower’s Agency for Manpower Planning and Development (Barenbang), stated that rapid changes require the bureaucracy to adapt to ensure public services remain relevant to the needs of society and the business sector.

“Changes in the labor market are occurring very rapidly. Therefore, the bureaucracy must also become more adaptable, innovate, and respond to changing needs,” Anwar said in a press release from the Ministry of Manpower’s Public Relations Bureau.

According to Anwar, these efforts align with the policy direction of the Ministry of Administrative and Bureaucratic Reform (PANRB) regarding the “Life Cycle 2025-2029” concept.

This concept integrates government services based on the human life cycle—including the stage of entering the labor market—enabling public services to be delivered in a more integrated and sustainable manner.

To implement this policy, the Ministry of Manpower has developed the Employment Information and Service System (SIAPkerja), a digital ecosystem that connects job seekers, employers, and various employment services within a single integrated platform. Anwar explained that SIAPkerja functions not merely as a service application but as a digital ecosystem that compiles talent profiles of the workforce and company profiles of employers.

This integration makes the service delivery process more efficient and yields increasingly comprehensive labor market data.

“SIAPkerja is not just an application; it is a digital ecosystem that gathers extensive profiles of the workforce and employers. Its greatest strength lies in its continuously expanding data integration,” he said.

To strengthen this ecosystem, SIAPkerja has established connections with various agencies, including the Directorate General of Population and Civil Registration (Ditjen Dukcapil) of the Ministry of Home Affairs, the Investment Coordinating Board (BKPM), the Employment Social Security Agency (BPJS Ketenagakerjaan), the Healthcare Social Security Agency (BPJS Kesehatan), the Ministry of Primary and Secondary Education, the Ministry of Higher Education, Science and Technology, the National Civil Service Agency (BKN), the Ministry of Communication and Digital Affairs, and regional labor offices.

This inter-agency collaboration forms the foundation for developing labor market “Big Data.” This data is used to improve the quality of labor market matching, provide more accurate labor market information, and support the development of evidence-based employment policies.

It is expected that this will ensure resulting policies are more targeted and better aligned with labor market dynamics. In line with the strengthening of this information system, the Ministry of Labour is also collaborating with the World Bank through the project ‘Transformation of the Labour Market Information and Skills System for Labour Market Flexibility’.

This collaboration focuses on strengthening the labour market information system, increasing workforce flexibility, and improving the quality of human capital, thereby ensuring better preparedness for changes in the labour market.

Anwar added that the digital transformation within the Ministry of Labour is based on five key principles: developing a digital mindset, strengthening a data-driven work culture, integrating services across different departments, delivering community-oriented services, and fostering continuous innovation.
