Companies urged to comply with the BPJS Kesehatan registration requirement for their employees


The provincial government of North Sumatra (Pemprov) has urged companies to comply with the requirement to provide health insurance for their employees. There are still employees registered with companies that are not registered with the BPJS Kesehatan.

“We have found that many BPJS participants are being funded as Premium Assistance Recipients (PBI) participants by the central government, as well as by provincial and municipal governments. These are employees registered with BPJS Ketenagakerjaan, while their health insurance should actually be the employer’s responsibility,” said Hamid Rijal Lubis, secretary of the North Sumatra Health Bureau, during a press conference held by the North Sumatra Communications and Information Bureau in the Dekranasda lobby of the North Sumatra Governor’s Office on Jalan Diponegoro, Medan, on Thursday, January 29, 2026.


There are still companies that have not registered their employees


According to data from BPJS Kesehatan, the North Sumatra regional government pays premiums for 3,991,307 unpaid workers (PBPU), representing approximately 25.65% of the total population. Meanwhile, the number of employees receiving government benefits (PPU PN) has been set at 2.4 million.

The requirement for companies to register their employees for sickness and unemployment insurance is regulated in Labor Law No. 13 of 2003. However, some companies still have not registered their employees.


Small and Medium-Sized Businesses


The head of the North Sumatra Labor Office, Yuliani Siregar, said that of the approximately 125,000 registered employees, only 28,000 were registered by their employers.

Generally, these are small and medium-sized businesses that have not registered their employees.

“There are still companies where employees are not registered with the company, yet are covered by the state budget, provincial budget, or district/municipal budget. This is essentially a violation of the regulations; the responsibility lies with the business owner, the employer,” Yuli said. ***obs
