BNN North Sumatra & Medan City Government Reveal Urine Test Results Together, Here Are the Four Regional Officials Positive for Drugs | OBROLANBISNIS.com — The four regional officials within the Medan City Government who were indicated positive for using drugs during a urine test at the Mayor’s Official Residence, Saturday (4/26/2025), were finally revealed in a press conference held by the Medan City Government together with the North Sumatra Provincial National Narcotics Agency (BNN) in the lobby of Medan City Hall, Monday (2/6/2025).
The four regional officials are the Head of Medan Barat District HS, the Head of Medan Johor District AF, the Head of Gaharu Village HSS and the Head of Petisah Hulu Village EEL. Based on the results of the investigation and assessment carried out by the North Sumatra Provincial BNN for two weeks, the four were proven and admitted to having used narcotics in the form of crystal methamphetamine, ecstasy, marijuana and sedatives.
In a press conference attended by Medan Mayor Rico Tri Putra Bayu Waas accompanied by Medan City Regional Secretary Wiriya Alrahman, Acting Inspector Habibi Adhawiyah, Head of BKD and PSDM Subhan Fajri Harahap, Head of Kesbangpol Andi Mario, Head of BNN North Sumatra Province Brigadier General Pol Toga Panjaitan accompanied by a number of his officials explained, based on the conclusion of the examined Medan Johor Sub-district Head AF is a user of class 4 psychotropic drugs, the type of benzodiazepine and the drug used is alprazolam which has been proven with a doctor’s prescription.
“If we classify this, it is in the moderate category and must be handled more intensively. This is not positive for narcotics, but psychotropics,” said Toga Panjaitan.
Then the Head of West Medan Sub-district HS, explained Toga Panjaitan, the conclusion was that there were no signs of relapse from addiction to narcotics of the ecstasy type. He said, the person concerned had used ecstasy in 2013, but recently he had also used sedatives.
“We will investigate further, because he has been rehabilitated. Whether further rehabilitation is needed, we will investigate further,” he explained.
Then, the Head of Gaharu HSS, said Toga Panjaitan, based on the conclusion, the person examined was addicted to class 1 narcotics, namely methamphetamine (crystal meth). “He is in the moderate category and should undergo rehabilitation,” he said.
Furthermore, added Toga Panjaitan, the Head of Petisah Hulu EEL. The conclusion, he explained, was that the victim abused class 1 narcotics, namely marijuana. “This can also be rehabilitated, but it is included in the light category because he only used marijuana once, which was given by his friend. We will investigate further,” he said.
According to Toga Panjaitan, these four regional ranks are victims of abuse, unless they are part of a distribution and dealer network so that they will definitely be subject to legal proceedings. “But if they only use it, in accordance with Law No. 35 of 2009 Article 5, they must be rehabilitated. Likewise, there must be approval from their family,” he explained.
Related to that, said Toga Panjaitan, further investigation will be carried out on the four regional ranks. “We have asked for permission from the Mayor, if permitted, we will investigate all four of them. Then, we also ask for the family’s approval whether they want to be hospitalized or what. It depends on the results of our investigation,” he explained. ***
