Head of Medan Maimun Subdistrict Misuses KKPD (Regional Government Credit Card) for Personal Gain
Secretary of Committee I of the Medan DPRD, Syaiful Ramadhan, admitted that he had only recently learned of the alleged misuse of the Regional Government Credit Card (KKPD) by Almuqarrom Natapradja, head of Medan Maimun Subdistrict.
The accusation arose after it was discovered that the KKPD (Royal Land Registry) was being used for personal gain, including online gambling (Judol).
Committee I of the Medan Regional Assembly is consulting with the Medan Municipality’s Regional Personnel Office (BKD) about the matter.
After being informed of the matter, Committee I of the Medan Regional Assembly immediately contacted the Medan Municipality’s Regional Personnel Office (BKD) to determine the exact circumstances of the case.
“After learning of this matter, I contacted the BKD and reported it, as this is a serious matter. Funds that should be strictly controlled can be used freely by these individuals,” Syaiful told reporters on Wednesday (January 28).
KKPD Abuse Allegedly for Online Gambling
The Medan People’s Representative Council member judged the alleged abuse of the KKPD to be a serious violation of ethics, integrity, and public trust. Moreover, the act was committed by a civil servant who should be a role model for the community.
“We at the Medan Regional People’s Representative Council deeply regret this incident. Abusing the KKPD for online gambling and personal gain is unacceptable. This damages public trust and the dignity of the government bureaucracy,” he emphasized.
The PKS parliamentary group member suspects similar practices are also being carried out by other civil servants.
Syaiful emphasized that this case should be a serious evaluation by the Medan city government. He believes that similar practices could also be carried out by other civil servants if the oversight and selection system is not tightened.
“Officials with the authority to manage regional finances must be selected strictly, transparently, and based on integrity, and not solely on administrative considerations or connections. Furthermore, the financial management security system must be further improved,” he said.

Furthermore, Committee I of the Medan Regional People’s Representative Council (DPRD) has requested Medan City Government to tighten oversight of the use of the Regional Financial Support Fund (KKPD) and to conduct a thorough evaluation of the internal control system to prevent a similar incident in the future.
“This should be an important lesson for all officials and officials within Medan City Government: every rupee of public money must be spent responsibly and used for its intended purpose,” he concluded.
Syaiful also revealed that his party has proposed to the chairman of Medan Regional People’s Representative Council (DPRD) Committee I to hold a public hearing (RDP) with relevant parties to thoroughly discuss the matter and prevent similar cases in the future. ***
